The Ho Chi Minh City People's Committee has just assigned the Department of Finance to preside over and coordinate with relevant units to advise on the implementation of Resolution No. 389/NQ-HDND dated August 28, 2025 of the Ho Chi Minh City People's Council on adjusting the investment policy for the project to build the previous Thoi An - Thanh Xuan inter-ward road (route 2), in District 12.
The project has a total length of nearly 4.5 km, a cross-section of 40 m with 6 lanes.
To implement this, the city will reclaim land from 299 households, of which 222 households were completely affected (clearing the land), 77 households were partially affected.
In addition to the main route, the project also adds a section connecting to Le Thi Rieng Street about 200 m long and 30 m wide.
Previously, the project was approved by the Ho Chi Minh City People's Council in 2016, with a road surface scale of 30 m, a total investment of more than 1,152 billion VND, including two components: road construction (about 1,000 billion VND from the city budget) and compensation and site clearance (nearly 152 billion VND). However, the project has not been able to be implemented for many years due to land clearance problems.
In this adjustment, the road surface is expanded to 40 m, with a total increase of more than VND 3,563 billion.
The project investor has also been changed, from Urban Traffic Management Area No. 3 to the Traffic Construction Investment Project Management Board.
According to the plan, compensation, support and resettlement work will be carried out throughout the first quarter to the fourth quarter of 2026. From the third quarter to the fourth quarter of 2026, the project will select a construction contractor.
The project is expected to start construction at the end of 2026 and be completed by the end of 2027.
According to the Ho Chi Minh City Department of Construction, in the context of rapid urban and industrial development, the demand for freight transport and travel in the Northwest region is increasing.
When completed, the Thoi An - Thanh Xuan inter-ward road will form a new traffic axis, sharing traffic with existing routes, especially contributing to reducing traffic pressure on National Highway 1 from Binh Phuoc intersection to Ga intersection.

The Thoi An - Thanh Xuan inter-ward road project is part of the overall plan to upgrade the northwestern gateway of Ho Chi Minh City - the area connecting to Tay Ninh province. In recent years, the city has invested in many important projects in this area.
In August, Ho Chi Minh City started the Nga Tu Dinh intersection project (old District 12) with a total capital of nearly 400 billion VND. The project will build a reinforced concrete bridge along National Highway 1, over 430 m long, 17.5 m wide for 4 lanes.
Along with that, Ho Chi Minh City is preparing to expand National Highway 22, the section from An Suong intersection to Ring Road 3 intersection (Hoc Mon) to 10 lanes, with a total investment of more than 10,400 billion VND.
In particular, the 51 km long Ho Chi Minh City - Moc Bai Expressway, with a total investment of over VND 19,600 billion, started the construction of a package to clear blast mines and relocate technical infrastructure in August 2025, expected to officially start construction at the end of this year, and be completed in 2027.
