The Ho Chi Minh City People's Committee has just announced a list of administrative procedures (temporarily) that will be received and returned at the One-stop Department at the provincial and commune levels, starting from July 1, 2025.
This is part of the new Ho Chi Minh City government operation roadmap after the merger of the two provinces of Binh Duong and Ba Ria - Vung Tau.
Ho Chi Minh City has 168 new commune-level administrative units (including 113 wards, 54 communes and 1 special administrative area).
According to the new decision, out of a total of 2,357 administrative procedures, 368 procedures will be directly received and processed by the commune level (including wards, communes, and special zones).
Notably, a series of capital procedures previously received and handled by districts have been transferred to the commune level. For example, new wards and communes will have the authority to grant construction permits for individual houses and level III and level IV works.
To make the implementation synchronous and smooth, the Ho Chi Minh City People's Committee has assigned specific tasks to agencies and units.
The Ho Chi Minh City People's Committee Office is responsible for updating and publicizing the list of administrative procedures on the National Database.
The Ho Chi Minh City Digital Transformation Center will configure the procedures to the City Administrative Procedures Information System.
Departments, branches, sectors and People's Committees at the commune level are responsible for publicizing the list of administrative procedures at the One-stop Department, creating favorable conditions for people and businesses in accessing and implementing documents.
At the same time, departments and branches need to urgently review decisions to announce administrative procedures of ministries and branches; advise the Chairman of the Ho Chi Minh City People's Committee to announce a list of standardized administrative procedures applied in Ho Chi Minh City, to be completed before June 28.
In order to facilitate people in contacting and handling documents, the People's Committee of Ho Chi Minh City has announced the headquarters of the Public Administration Center and contact phone numbers of 168 wards, communes and special zones.
Ho Chi Minh City also announced the address of the One-stop Department of departments and branches, focusing on the existing Ho Chi Minh City area. In addition, the new Ho Chi Minh City will still maintain 2 public administrative service centers at Binh Duong facility and Ba Ria - Vung Tau facility, located in the administrative areas of the two old provinces.
