The Ho Chi Minh City People's Committee has just issued a document to departments, branches, sectors, People's Committees of wards, communes and related units to implement the conclusion of Deputy Prime Minister Tran Hong Ha at the preliminary meeting on ensuring traffic order and safety for the first 6 months of the year and tasks and solutions for the third quarter of 2025.
The Chairman of the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Police to preside over and coordinate with departments and branches to study and recommend competent authorities to consider amending and supplementing the Law on Handling of Administrative Violations to suit the new situation. In particular, it is necessary to study and propose adding new forms of punishment, such as public service.
At the same time, Ho Chi Minh City Police directed their affiliated functional forces to strengthen the handling of violations identified as the main cause of traffic accidents.
The Ho Chi Minh City Department of Construction is assigned to strengthen specialized inspection and guidance, especially for tasks that have been decentralized and delegated to localities, to promptly detect and handle shortcomings in the technical infrastructure system.
At the same time, the Department of Construction will preside over the consultation on the development and implementation of the Project "Safe City for Traffic", with the following contents: promoting the conversion from personal vehicles to public transport; propagating on the roadmap for applying emission standards and green vehicles; developing a campaign plan to "reclaim" the road for pedestrians.
The Department of Construction coordinates with local authorities where the railway passes through to review, count, and classify works violating the railway safety corridor, develop a plan for complete clearance, and prioritize works with potential safety risks.
The Department of Education and Training is assigned to develop a plan to manage students driving electric bicycles, electric motorbikes, and motorbikes under 50cc. The education sector must coordinate with the Traffic Police to guide educational institutions in implementing management work, ensuring that students have enough knowledge and skills before participating in traffic.
For the Department of Finance, based on the proposal of the Department of Construction, it is necessary to balance and advise the City People's Committee to allocate funds to build new, repair and overcome vulnerable points on railway lines, bridges, tunnels, and railway crossings according to the provisions of the State Budget Law and the Law on Public Investment.
