The Ho Chi Minh City Department of Construction has just sent an urgent document to the Dong Nai Department of Construction, the Tay Ninh Department of Construction and a number of related units to ask for comments on the Master Plan for the implementation of the Ho Chi Minh City Ring Road 4 Construction Investment Project.
The Ho Chi Minh City Department of Construction has drafted a master plan, including two groups of component projects: implemented in the form of public investment and in the form of public-private partnership (PPP).
This draft is sent to units to collect opinions, as a basis for completion before being submitted to the Ho Chi Minh City People's Committee and the People's Committees of Dong Nai and Tay Ninh provinces for consideration and promulgation.
Due to the urgency of the project, the Ho Chi Minh City Department of Construction requested units to quickly study, comment and have a written response before September 25.
Regarding the implementation progress, the draft clearly states that the establishment and approval of the site clearance boundary will be completed in September 2025, and the boundary will be handed over in October. By November 2025, the adjustment and approval of affected planning projects will also be completed.
For the group of public investment component projects, the survey and feasibility study report preparation is expected to be completed in October 2025, before being submitted for appraisal and approval at the end of the year.
Compensation, support and resettlement will start from January 2026. Ho Chi Minh City aims to hand over at least 70% of the site in April 2026 and complete the entire site in 2026. The project will start construction in February 2026 and be completed in the first quarter of 2028.
Meanwhile, the group of projects implemented under the PPP form is also given a specific roadmap. The feasibility study dossier is expected to be completed in October 2025 and assessed and approved in January 2026.
The investor's interest survey will be completed before this time, to move towards selecting and signing a BOT contract in June 2026.
After that, detailed technical design work will be implemented from June to November 2026, prioritizing packages that can start construction soon.
It is expected that the Ring Road 4 project will officially start construction on September 2, 2026, complete in the second quarter of 2028 and be fully operational in 2028.

The Ho Chi Minh City Ring Road 4 project is 203 km long, passing through the localities of Ho Chi Minh City, Dong Nai, Tay Ninh (after the merger).
Of which, the 47 km long section through Binh Duong province (formerly) was started in June 2025. The remaining sections are about 160 km long with a total investment of more than VND 120,400 billion and were approved by the National Assembly in June 2025.
Ho Chi Minh City Ring Road 4 is invested in phase 1 with a scale of 4 expressway lanes, and at the same time, site clearance for 8 lanes is being carried out to reserve land for future expansion.
According to preliminary calculations, the entire route needs more than 1,415 hectares of land, affecting nearly 5,900 households. The cost of compensation, support, and resettlement is estimated at about VND41,090 billion.
When completed, Ho Chi Minh City Ring Road 4 will not only help connect the Southeast region with the Southwest and Central Highlands but also open up new development space, effectively exploit land funds, create momentum to promote industry, urban and logistics.
This route will help optimize the circulation of goods between industrial parks, urban areas and seaports, especially connecting to Long Thanh International Airport.
In addition, Ring Road 4 also creates favorable conditions for vehicles from National Highway 13 and National Highway 22 to access ports on the Long An side and Hiep Phuoc Port (HCMC).
