The Ho Chi Minh City Department of Construction has just issued an urgent document to the People's Committees of wards, communes, special zones and related units on the management of road safety corridors and fire prevention and fighting of road infrastructure.
The Ho Chi Minh City Department of Construction recommends that localities urgently review, make a list and organize the immediate relocation of vehicle parking lots out of the protection area of road infrastructure (if any) before October 30, 2025.
Localities coordinate with the Traffic Police, Fire Police and local authorities to promptly detect, prevent and strictly handle cases of illegal use of bridge underpasses as parking lots, as well as violations of fire prevention regulations.
At the same time, management agencies must strictly inspect fire prevention and fighting work related to the use of road infrastructure, resolutely suspend and strictly handle all activities that do not ensure safety conditions.
The document clearly states that agencies and units will be fully responsible if there is encroachment and illegal use of road safety corridors within their management scope.
To serve the synthesis and reporting work to the Ho Chi Minh City People's Committee and the Ministry of Construction, the Department of Construction requires the People's Committees of wards, communes, special zones and affiliated units to send reports on the results of the review, inspection and handling to the Department before September 13, 2025.
The Ho Chi Minh City Department of Construction emphasized that this is an extremely urgent and important task, directly related to the safety of people's lives and property and the sustainability of road infrastructure.
Heads of departments, branches, and affiliated units and Chairmen of People's Committees of wards, communes, and special zones are required to focus on leadership and direction, and must not take it as a form; if violations occur, they will be responsible to the Ho Chi Minh City People's Committee and before the law.
Previously, on the afternoon of August 30, a fire broke out in Hanoi at the parking lot at the foot of Vinh Tuy Bridge, burning down about 500 motorbikes on an area of 300 m2. The fire broke the concrete layer, exposing the steel truss at spans N1, N2 and pillars T2; the T2A lighting cabinet collapsed, causing 54 lamp posts to lose power.
After the incident, the Hanoi Department of Construction only allowed trucks under 18 tons to cross the bridge to ensure safety.
