This is Component Project 2, one of the important items of the Ho Chi Minh City - Moc Bai Expressway project, to ensure connectivity for people and traffic safety along the route.
According to the plan, Component Project 2 will invest in a system of residential access roads on both sides of the expressway, with a total length of nearly 43.14 km. Of which, the section passing through Ho Chi Minh City is about 19.66 km long, the section passing through Tay Ninh province is about 23.48 km long, the road cross-section is 5 m wide.

Along with the service road, the project will build 16 overpasses, including 7 bridges in Ho Chi Minh City and 9 bridges in Tay Ninh province.
At the same time, 10 underpasses for people will be built, including 7 underpasses in Ho Chi Minh City and 3 underpasses in Tay Ninh. The total investment of component project 2 is about 2,422 billion VND, using Ho Chi Minh City's budget.

The Ho Chi Minh City - Moc Bai Expressway has a total length of nearly 51 km (the section passing through Ho Chi Minh City is about 24.7 km long) with a total investment of about 20,000 billion VND, divided into 4 component projects.
Component project 1 is the investment in the construction of the Ho Chi Minh City - Moc Bai Expressway (phase 1) under the form of public-private partnership (BOT contract), with a total capital of more than VND 10,400 billion.
Up to now, the bidding work has been completed, with 3 investors submitting interested documents, including 2 foreign investors.
The Ho Chi Minh City Traffic Department is assessing the capacity, experience and finances of investors, and plans to organize a selective bidding in January 2026, striving to start construction in March 2026.

Component project 3 involves compensation, support, and resettlement through Ho Chi Minh City, with a reclaimed area of about 220 hectares, affecting more than 2,100 households, with a total estimated cost of more than VND 4,334 billion.
The Ho Chi Minh City Traffic Department said that by December 10, 2025, all 5 communes had approved the price plan and compensation, support and resettlement plan.
It is expected that before December 15, 2025, the amount of money will continue to be paid is about VND 3,073 billion, bringing the total accumulated disbursement value to VND 3,287/4,334 billion, reaching 75.8%.
Localities and related units are continuing to mobilize and pay for the remaining cases, aiming to complete the disbursement of all compensation costs in January 2026.

Component project 4 is the compensation, support and resettlement item for the section passing through Tay Ninh province, with a total investment of about VND 3,749 billion.
Recently, Ho Chi Minh City has supported Tay Ninh province with more than VND1,800 billion to implement compensation, support and resettlement work to serve the project.
According to the plan, the Ho Chi Minh City - Moc Bai Expressway is expected to be completed and put into operation by the end of 2027.
When completed, the route will contribute to reducing the load on National Highway 22, enhancing synchronous connections with Ho Chi Minh City's belt routes, creating conditions for safe and high-speed traffic on the Ho Chi Minh City - Tay Ninh transport corridor.
Not only has it significance in transportation, the project also plays an important role in the formation of the industrial - urban chain of Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai Port, associated with the Xuyen A Economic Corridor, thereby promoting the socio-economic development of Ho Chi Minh City, Tay Ninh and the entire Southeast region.
