A typical example is the old headquarters of Thanh Hoa Radio and Television Station at the intersection of Le Loi Avenue and Hac Thanh Street. This headquarters, with an area of thousands of square meters, has been abandoned for many years since the unit moved to the new facility.
Also on Le Loi Boulevard, the old headquarters of the Thanh Hoa City State Treasury and the old Thanh Hoa City Social Insurance have been closed and abandoned for many years.
Not only the headquarters, many projects on Le Loi Boulevard - the most beautiful route in Thanh Hoa - are also abandoned or have been behind schedule for decades.

The investment project to build a 5-star hotel, office, rental office and commercial services of Cong Thanh Cement Joint Stock Company, after nearly 20 years (since 2007) since the investment policy was approved, is still just an empty lot, although located in a prime location.
Another project is Thanh Hoa Primary and Secondary School, which was approved by the Provincial People's Committee for investment policy for Tay Do Company in 2004. The project has an area of nearly 40,000m2, three frontages, the main facade facing Le Loi Boulevard. However, when the construction reached about 70% of the volume, the project had to be temporarily suspended due to lack of capital and is still abandoned.

In addition to abandoned projects and headquarters on Le Loi Avenue, on some other routes (in Hac Thanh Ward, Ham Rong Ward) such as: on Tran Phu Street, there is the headquarters of the old Thanh Hoa City Procuracy; Phan Chu Trinh Street, the old headquarters of the Thanh Hoa Site Clearance and Resettlement Board, are all in a state of disrepair and disrepair. In Ham Rong ward, Ham Rong Conference Center was invested with hundreds of billions of VND but has been abandoned for many years.
At the 37th session of the 18th Provincial People's Council (term 2021 - 2026) held on December 8, Mr. Hoang Anh Tuan - Head of the Economic - Budget Committee of the Thanh Hoa Provincial People's Council - said that in 2025, the province had comprehensively reviewed 308 direct investment projects and land-using projects that were slow to be implemented, lasting for many years.
The review results show that 280 out of a total of 308 projects are being handled according to plan; the remaining 28 projects have been completed, including projects that have been terminated, are being considered for termination or have removed obstacles to restart.
Mr. Tuan said that this is the largest review of the term, aiming to completely handle the situation of project delays, causing waste of resources. The large number of projects in backlog shows that the province needs to review the entire licensing process and post-licensing management work.
