Struggling to handle an abandoned VND17 billion center in Thanh Hoa

Thanh Hoa - An agricultural center with an investment of more than 17 billion VND has been abandoned for many years, and up to now, the handling and exploitation are still struggling to find a solution.

According to the investigation of Lao Dong Newspaper, the Thanh Hoa Rural Development Center (located in Hoang Kim commune, now Hoang Phu commune, Thanh Hoa province) was invested in construction since 2009 with a total cost of more than 17 billion VND from the credit program.

The project was previously invested and managed by the district-level People's Committee. The center is built on a land area of nearly 20,000m2, including items such as the center house, vegetable and fruit processing house, agricultural product warehouse, refrigeration warehouse, auxiliary works and technical infrastructure.

The goal of the project is to display, preliminarily process, preserve agricultural products, support the consumption of agricultural products, and bring products to consumers.

However, after about 4 years of operation but not being effective, the People's Committee of Thanh Hoa province has transferred this center to the Department of Agriculture and Rural Development for management, and established the Thanh Hoa Rural Development Center under its management.

It was thought that after being transferred to the provincial management level, the project would be exploited effectively, but in reality the center continued to be abandoned for many years.

By 2024, the center will continue to be transferred to the old Hoang Hoa District People's Committee for use. After implementing the two-level local government model from July 1, 2025, the Thanh Hoa Rural Development Center was assigned to the People's Committee of Hoang Kim commune (now Hoang Phu commune) for management.

According to the reporter of Lao Dong Newspaper, this center is still abandoned, many construction items are degraded and seriously damaged. Inside the central house and warehouses, the dust was thick, the ceilings were peeling, and many technical items were damaged.

The representative of the People's Committee of Hoang Phu commune said that after receiving the project, the locality has developed a plan and found a way to reuse the central area. Currently, there are two options being considered, including using it as a commune police headquarters or arranging it as a Public Service Supply Center.

"In the immediate future, the locality is calculating the use of some items of the project to build a Public Service Supply Center. When there is a need to use it as a commune police headquarters, the locality will hand it over according to regulations," said a representative of the People's Committee of Hoang Phu commune.
