The Ho Chi Minh City Traffic Construction Investment Management Board (Traffic Board) has just sent a document to the Ho Chi Minh City Department of Transport to record capital for investment preparation for the project to build a new Northwest road - the section from Ring Road 2 to the border of Long An province.
According to the Traffic Department, to ensure the progress of investment preparation tasks in 2025, and at the same time prepare the necessary conditions to be able to implement the project right from the beginning of the 2026 - 2030 medium-term period, it is extremely necessary to arrange capital sources to prepare for investment.
Therefore, the Traffic Committee recommends that the Ho Chi Minh City Department of Transport consider and advise the Ho Chi Minh City People's Committee to allocate funds in 2025 to carry out investment preparation procedures for this key project.
According to the Ho Chi Minh City Department of Transport, the Northwest New Road Project (section through Ho Chi Minh City) is about 10km long, with a cross-section of 40m, and 6 to 8 lanes wide.
The route will connect from Ho Chi Minh City Ring Road 2 (National Highway 1), pass through Vinh Loc Industrial Park (Binh Chanh District), and connect to Provincial Road 823D of Long An. The project also invests in the complete intersection of Ho Chi Minh City Ring Road 3.
The total estimated investment for the section passing through Ho Chi Minh City is about VND 8,800 billion, of which the cost of site clearance accounts for about VND 3,900 billion.

According to the Ho Chi Minh City Department of Transport, this route will contribute to solving the frequent traffic congestion in Binh Chanh, Hoc Mon districts (Ho Chi Minh City) and Duc Hoa district (Long An), because this area is home to many large industrial parks.
At the same time, the route will form a radial traffic axis, connecting Ring Road 2, Ring Road 3, Ring Road 4 and Duc Hoa dynamic axis, thereby facilitating the transportation of goods from industrial parks to key ports of Ho Chi Minh City and Long An.
The project has received the consensus of the Ho Chi Minh City Party Committee and the Long An Provincial Party Committee, and has been added to relevant planning projects.
According to the Ho Chi Minh City Department of Transport, after the Ho Chi Minh City General Planning for Construction to 2040, with a vision to 2040, is approved, the department will prepare a pre-feasibility study report to submit to competent authorities for approval of the investment policy in the period of 2025 - 2030.
In addition to the Northwest new road project, Ho Chi Minh City has planned to implement a series of other key projects to enhance connectivity with Long An province.
In particular, Vo Van Kiet route is expected to be extended to Hai Son - Tan Do Industrial Park (Duc Hoa district, Long An). The section through Ho Chi Minh City is about 12.5km long, extending to the Ring Road 3 intersection, with a total investment of nearly VND8,400 billion, including the cost of building the intersection with Ring Road 3.
National Highway 50B starts from Pham Hung Street, passes through Binh Chanh and Nha Be districts to the Long An border, is 5.8km long, 40m wide, 6 lanes, with a total investment of about VND 5,300 billion.
National Highway 1 from Kinh Duong Vuong Street to Long An border, 9.6km long, will be expanded to 60m, with a scale of 10 - 12 lanes, with a total capital of more than VND 16,285 billion.
Nguyen Van Bua Street (from Giong Intersection to Provincial Road 9 Bridge) will be expanded to 32 - 40m, and two new bridges, Lon and Provincial Road 9 Bridge will be built. The total estimated investment capital is more than 2,421 billion VND.
