On April 17, the Hanoi City Food Safety and Hygiene Department announced the results of reviewing product declaration documents related to the case of fake milk of two enterprises: Rance Pharma International Pharma Joint Stock Company and Hacofood Group Nutrition Pharma Joint Stock Company.
Accordingly, only 71 out of nearly 600 fake milk powder labels discovered were products that were ever published in Hanoi, accounting for about 12%.
The Hanoi City Food Safety and Hygiene Department said that from 2021 to present, the Department has issued certificates of receipt of food declaration registration and received food self-declaration documents for 67 products of Rance Pharma and 4 products of Hacofood Group. Most of these are nutritional food products.
Notably, none of the 71 products in the published records have users who are people with diabetes, kidney failure, premature birth, underage or pregnant women - the groups of subjects that labels have listed on the packaging. Nearly 90% of the remaining products are published in other provinces and cities.
Previously, the Investigation Police Agency of the Ministry of Public Security dismantled a large-scale counterfeit powder milk production and consumption ring, involving the two above-mentioned companies.
Among nearly 600 fake milk brands, many products are listed as being used for special diets such as: sure IQ Gludiabet, sure IQ Gold, or products for children such as Kid Baby Talacmum, IQ Grow Talacmum, Gain Talacmum and Talacmum for Mum supplements...
The investigation agency determined that the subjects used ingredients that were not as advertised, adding additives that were not guaranteed, causing many quality indicators in the product to only reach below 70% of the registered level - enough basis to determine that it was counterfeit.
Not only directly producing, the group also established or contributed capital to 9 other companies to legalize product disclosure and directly distributing and trading fake milk products. These companies are listed in the disclosure documents but the entire production process is still carried out by Rance Pharma and Hacofood Group.
Regarding the case, the Department of Food Safety (Ministry of Health) has issued Official Letter No. 733/ATTP-PCTTR to the Department of Health of provinces and cities; The Department of Food Safety of Ho Chi Minh City and the Food Safety Management Board of Da Nang require information reviews related to product disclosure, granting certificates of eligibility for food safety, inspection, examination, post -inspection and handling of administrative violations from 2021 to present.
Currently, the authorities are continuing to expand the investigation to clarify the entire production and distribution chain, legal responsibilities of relevant parties and risks affecting consumer health.
