The project to build the Ring Road 2.5 section Dam Hong - National Highway 1A and the project to build an underpass at the Ring Road 2.5 - National Highway 1A intersection (also known as the Kim Dong - Giai Phong underpass) are in the final stage.
According to the schedule required by Hanoi City, the two above-mentioned projects will have to be completed and technically opened to traffic in the first quarter of 2026.

Due to the lack of time left, the investors of the two projects have directed contractors to mobilize maximum machinery and personnel to work day and night to ensure the set progress.
However, the major obstacle that the two projects are facing is the series of encroachment works that have not been completely handled.
According to statistics, there are still nearly 30 re-encroachment locations in the area of Phuong Liet, Dinh Cong and Khuong Dinh wards. Of these, most of them are locations within the Ring Road 2.5 project, Dam Hong - National Highway 1A section.
In Phuong Liet ward, there were 2 cases of re-encroachment of land due to the People's Committee of Hoang Mai district (formerly) forcing land acquisition and 1 case of demolition of works on land not in accordance with the land acquisition boundary of the Ring Road 2.5 construction project (Dam Hong - National Highway 1A section) and the underpass construction project at the intersection of Ring Road 2.5 - Giai Phong.
It is expected that on December 15, the People's Committee of Phuong Liet Ward will coordinate with relevant units to organize the clearance of the above works.

Regarding the clearance volume, the authorities will demolish the construction works including: part of a temporary corrugated iron house of about 20m2, part of a brick wall that had been demolished during the enforcement, currently the family is re-roofing the roof to use about 30m2; demolishing part of a 4-storey house of about 3.9m2 (3.9m2x4 floor) = 16m2; demolishing the temporary corrugated iron frame house of about 10m2.
Regarding the assignment of tasks and implementation organization, the Hanoi Traffic Construction Investment Project Management Board (investor of the Kim Dong - Giai Phong underpass project) and Hoang Mai Hanoi Construction Investment Company Limited (the enterprise of the Ring Road 2.5 project, Dam Hong - National Highway 1A section) are responsible for advising and synthesizing the clearance command board.
Preside with relevant units to announce the clearance time and coordinate with relevant units to organize propaganda and persuasion for households and individuals to comply with the demolition of illegal constructions.

In case the household agrees with the demolition plan, the Hanoi Traffic Construction Investment Project Management Board and Hoang Mai Hanoi Construction Investment Company Limited direct the construction unit to demolish the project and immediately deploy the project items according to the boundary and markers of the project.
Review to ensure proper clearance of subjects, organize statistics on the number of people residing, coordinate with Phuong Liet Ward Police to conduct administrative inspections at the clearance site, propagate and mobilize those currently temporarily residing to voluntarily move assets and leave the project implementation boundary.
There is a document sent to the electricity and water supply agency so that the units can stop providing electricity and water services before the clearance date...
For the Ring Road 2.5 project, Dam Hong - National Highway 1A section, the project enterprise also requested Khuong Dinh and Dinh Cong wards to soon have a plan to clear the encroached locations so that the contractor has a clean construction site, ensuring the project completion progress in the first quarter of 2026.
