The Ho Chi Minh City People's Committee has just issued two decisions approving the design tasks and competition regulations for architectural plans for the main overpass project and items at the intersection of the Ho Chi Minh City - Long Thanh - Dau Giay expressway with Ring Road 3 of Ho Chi Minh City. This is part of component project 2 of the Cat Lai - Phu Huu inter-port road.
The Cat Lai - Phu Huu inter-port road has its starting point intersecting with Nguyen Thi Dinh street and its ending point at the intersection of the HCMC - Long Thanh - Dau Giay expressway with Ring Road 3 HCMC (HLD intersection). The route passes through the area of Cat Lai and Long Truong wards.
The scope of the architectural competition focuses on the main route overpass item - the elevated road project connecting Phu Huu port to the HLD intersection.
In which, the section from Phu Huu port to SP-ITC port will build a 4-lane elevated bridge, connected to existing roads at 3 locations. The section from SP-ITC to HLD intersection is invested in a 6-lane elevated bridge.


At the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection, the traffic organization plan maintains the form of a double trumpet intersection connecting to Ring Road 3 of Ho Chi Minh City, and at the same time adds branches connecting the Cat Lai - Phu Huu inter-port road.
In which, priority is given to directing vehicles from the inter-port road to enter the expressway to increase the ability to clear goods from the port cluster; branches from outside will connect through the parallel Ring Road 3 and the Ho Chi Minh City - Long Thanh - Dau Giay expressway to limit vehicle congestion into the port area.

The goal of the competition is to choose the optimal architectural plan, ensuring feasibility, and creating urban highlights for the eastern gateway area of Ho Chi Minh City.
The contest has a total prize value of 300 million VND, including 1 first prize of 150 million VND, 1 second prize of 100 million VND and 1 third prize of 50 million VND.
The Cat Lai - Phu Huu inter-port road project has a total investment of about 8,782 billion VND, divided into two component projects.
In which, component project 1 is for compensation, support and resettlement with a budget of about 1,400 billion VND, expected to recover more than 61 hectares of land, affecting 139 households and organizations, including 20 cases that must be completely cleared.
Component project 2 - construction of the road has a total capital of about 7,382 billion VND. The entire route is about 6 km long, 60 m cross-section with 12 lanes, design speed of 60 km/h.

According to the plan, site clearance will be implemented from the second quarter of 2026 to the first quarter of 2027. The project is expected to start construction in the fourth quarter of 2026 and be completed by the end of 2028.
When completed, the Cat Lai - Phu Huu inter-port road will form a specialized traffic axis directly connecting the Cat Lai - Phu Huu port cluster with inter-regional infrastructure systems such as Ring Road 3 HCMC, HCMC - Long Thanh - Dau Giay expressway and Ben Luc - Long Thanh expressway.
The project is expected to help shorten cargo transportation time, increase traffic capacity for the seaport area, and reduce pressure on existing traffic axes such as Nguyen Thi Dinh, Nguyen Duy Trinh, Hanoi Highway and Ring Road 2 area in the East of Ho Chi Minh City.
