Resolution 98 allows the city to pilot the TOD model and is applied to urban railway lines and Ring Road 3. But up to now, Ho Chi Minh City has not yet issued a TOD pilot implementation plan.
Foresee difficulties and proactively make recommendations
According to Mr. Vo Van Hoan - Vice Chairman of Ho Chi Minh City People's Committee, the promulgation of a legal framework guiding some contents of Resolution 98 has not yet met the proposed schedule. Since then, the city has not had a basis to implement a number of policy contents according to regulations.
Mr. Hoan said that in the coming time, the implementation of Resolution 98 will be faster after the Government has just issued Decree 84/2024/ND-CP dated July 10, 2024 on piloting decentralization of State management in a number of fields. for the Ho Chi Minh City government.
According to this Decree, there will be a pilot decentralization of State management between the Government and the Ho Chi Minh City government (People's Council and People's Committee of Ho Chi Minh City) in a number of areas, including: State management of investment; economics, finance, state budget; planning, construction, natural resources and environment; about transportation; about health; education and training; on labor and vocational education; internal affairs.
"In the near future, the city will focus on a number of key tasks such as urban management, resources and environment, and promulgate a pilot plan for the TOD model" - Mr. Hoan said.
Dr. Tran Du Lich - Chairman of the Advisory Council implementing Resolution 98 - said that Ho Chi Minh City needs to re-evaluate the recent decentralization and decentralization to shorten procedures for each work and project.
