Ho Chi Minh City People's Committee has just issued a document directing departments, agencies, branches and People's Committees of wards, communes, and special zones to strictly implement regulations on digital transformation and administrative procedure reform.
According to the direction, agencies and units must strictly comply with the provisions of law on digital transformation and related decrees and resolutions of the Government.
Departments and sectors need to urgently review and advise the Chairman of the Ho Chi Minh City People's Committee to announce the restructuring of the process of resolving administrative procedures for procedures whose dossier components have been replaced by information on databases.
At the same time, the provision of online public services must also be restructured in a simple and convenient direction, strengthening the reuse of data that has been connected and shared between systems to better serve people and businesses.
The Ho Chi Minh City People's Committee requests officials, civil servants, and public employees when receiving and processing dossiers to proactively exploit and reuse data from national databases, specialized databases as well as documents that have been integrated on the VNeID application.
Units are absolutely not allowed to request people or businesses to provide information that is already in the data system.
In case the data is incomplete or there are errors, the dossier receiving agency must proactively coordinate with the database management unit to promptly handle and update, instead of requiring people to supplement documents.
The list of dossier components that have been replaced by electronic data must be publicly announced on the Agency's Electronic Information Portal, the National Public Service Portal and at the one-stop-shop, accompanied by specific instructions for people and businesses to monitor and supervise the implementation.
In addition, Ho Chi Minh City also requests to strengthen propaganda to raise awareness of organizations and individuals in the process of resolving administrative procedures.
In particular, agencies are not required to authenticate information that has been shared from the VNeID application.
The city encourages people and businesses to promptly report to the hotline if they are asked to provide documents and information that are already in the database.
Functional agencies must receive and thoroughly handle relevant reflections and recommendations, and at the same time publicize the handling results according to regulations.
In case of detecting officials and civil servants causing trouble, requesting to provide unnecessary papers and information, units must promptly rectify and strictly handle them according to regulations.
