On November 14, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed a document assigning heads of departments, district People's Committees and project management boards to be responsible for reviewing and making statistics of all backlog projects, stopped construction works, and unused or ineffectively used office buildings.
Units must report the review results to the Department of Planning and Investment of Ho Chi Minh City before November 25 for synthesis, and proactively propose solutions to immediately handle existing problems and difficulties.
To speed up the progress, the Ho Chi Minh City People's Committee requested departments and branches to arrange and mobilize necessary resources to implement projects that have been suspended for a long time and are behind schedule in order to put them into operation soon.
At the same time, for the rearranged public works, units need to focus on arranging and using them effectively, avoiding the situation of public works being wasted.
During the implementation process, if there are any difficulties or problems beyond their authority, the units are directed to propose and send them to the Department of Planning and Investment for consultation with the Ho Chi Minh City People's Committee for timely resolution.
The Department of Planning and Investment of Ho Chi Minh City plays a focal role, responsible for monitoring, inspecting, supervising and evaluating the implementation process, then reporting the results and recommendations to the People's Committee of Ho Chi Minh City.
The Ho Chi Minh City People's Committee also requested the Department of Finance to urgently advise and propose measures to resolve problems related to investment projects using public land, and report to the Ho Chi Minh City People's Committee before November 30.
In addition, the Ho Chi Minh City Department of Construction is assigned to take the lead in proposing solutions for social housing projects and resettlement land, to ensure proper implementation of regulations and avoid loss of public assets.
The Department of Natural Resources and Environment of Ho Chi Minh City needs to urgently coordinate with relevant agencies to resolve issues related to land financial obligations of projects. At the same time, this Department will be responsible for reviewing and advising on solutions to remove difficulties for land projects that are facing legal problems or are stalled by inspection conclusions or judgments.
For state-owned enterprises, the HCM City Enterprise Management Innovation Board is tasked with coordinating with relevant agencies to accelerate the restructuring of state-owned enterprises. Progress and specific proposals must be reported periodically every two weeks to the HCM City People's Committee.
The Department of Home Affairs of Ho Chi Minh City is also responsible for advising and proposing to the People's Committee of Ho Chi Minh City to consider handling the responsibilities of individuals and organizations related to projects and works that are delayed for a long time.
Previously, Prime Minister Pham Minh Chinh signed an official dispatch requesting ministries, branches and localities to focus on resolving backlog projects and stop construction, causing waste of resources.
The Prime Minister's dispatch names many works and projects that have not been promptly resolved by all levels, sectors, agencies and units, causing backlogs and prolonged construction halts, including the 10,000 billion VND tide prevention project in Ho Chi Minh City.
Although this project has reached 93% of its volume, it has been "shelved" for many years, causing daily interest to accrue more than 1.7 billion VND.
