An Dong Ward is a bustling commercial area, concentrating many major roads such as: Tran Hung Dao, Tran Phu, An Duong Vuong, Ngo Gia Tu, Nguyen Trai, Nguyen Tri Phuong, Nguyen Chi Thanh, Su Van Hanh. Along with bustling business activities, the demand for temporary use of sidewalks for parking, construction, material gathering and serving people's lives is increasing.
Previously, the registration, fee calculation and processing of dossiers for temporary use of roadways and sidewalks were mainly done manually. People had to travel many times, while officials had to receive, enter data, check, calculate area and draft documents. This creates great pressure on local authorities in managing a large area with many arising needs.
From this reality, An Dong ward has implemented the application "An Dong Road and Sidewalk Licensing" running on the website platform, allowing people to complete the entire online registration and payment process. This is a specific approach in implementing digital transformation at the grassroots level, associated with the spirit of Resolution 57-NQ/TW on science and technology development, innovation and national digital transformation.
After nearly 3 months of implementation, the model has received nearly 100 registration dossiers. The system is integrated with citizen identification data with chip and VNeID application to support people to operate quickly and minimize errors when entering data.
Mr. Luong Quang Nhat Minh - specialist of the Economic, Infrastructure and Urban Department, An Dong Ward People's Committee - said that to date, the Ward People's Committee is assigned the authority to manage 14 roads, the remaining routes belong to the Department of Construction. In the software, the ward has also clearly defined the boundaries of this authority.
For ward-level routes, the software will automatically draft and issue permits on the same day. For department-level routes, the system also automatically drafts documents and transfers them to the Department of Construction within 24 hours, completely shortening the manual drafting stage of each document" - Mr. Minh said.
Helping small traders feel secure in trading and transparent about budget revenue sources
Ms. Le Thi Yen Van (resident of An Dong ward) - a business household that has completed procedures on the new application - said that the sidewalk fee collection policy was from mid-May. When using it, she was surprised because the interface was easy to operate, secure and transparent.
“The store is only managed by me, so walking around and waiting to pay directly is very inconvenient. Now, just sitting at the shop and scanning the QR code, the money is paid directly into the budget, both quickly and transparently. When there is a legal parking space, we are assured to trade, no longer afraid of being reminded or fined as before,” Ms. Van said.
Agreeing with this view, Mr. Nguyen Thanh Tung highly appreciated the practicality when the process of installing, taking photos attached to CCCD and selecting sidewalk use purposes are all minimized and implemented at home. According to Mr. Tung, paying fees incurs a small part of the restaurant's costs, but the value received is much greater.
Not only creating convenience for business households, the model also aims to rearrange urban space in a orderly and safe direction. The locality clearly identifies that only sidewalks that meet the conditions will be considered for temporary use. The licensed area must be arranged neatly, ensuring continuous and airy walkways with a minimum width of 1.5m. Parking points are arranged close to the edge of the road, creating traffic space inside, limiting pedestrians having to walk down the road.
All data on receiving procedures, licensing, revenue sources and dossiers related to construction and material gathering are synchronously stored on the system. This is a scientific basis for the government to manage sidewalks with data, increasing transparency and serving effectively for post-licensing inspection and supervision. From a QR code, business households have more conditions to trade in accordance with regulations, while pedestrians have more safe traffic space.
