Ho Chi Minh City - Two Ben Nghe and Luu Trong Lu roads are seriously degraded, causing prolonged traffic jams, Ho Chi Minh City requests urgent repairs to remove traffic bottlenecks in the Southern area.

Ho Chi Minh City People's Committee has just approved the proposal of the Department of Construction on immediately deploying repair work for two Ben Nghe and Luu Trong Lu streets (Tan Thuan ward).

The Traffic Management and Technical Infrastructure Center (under the Ho Chi Minh City Department of Construction) is assigned to proactively use the regular expenditure capital for traffic maintenance work in 2026 in advance to carry out repairs, while waiting to complete procedures for transferring road infrastructure assets according to regulations.

The Ho Chi Minh City People's Committee also assigned the Department of Finance to preside over and advise on supplementing the 2026 traffic maintenance budget estimate for the Department of Construction, ensuring resources for project implementation.

The Department of Construction is responsible for advising the Chairman of the City People's Committee to implement the transfer of infrastructure management rights for these two roads from Tan Thuan Ward People's Committee to the Traffic and Technical Infrastructure Management Center to unify the management and maintenance focal point.

In addition, the Department of Construction is assigned to preside over and coordinate with the City Police and relevant units to develop inter-sectoral coordination regulations in handling infrastructure inadequacies and traffic organization in the port area and Tan Thuan export processing zone, and submit them to the City People's Committee for promulgation.

According to a report by the Department of Construction, the Tan Thuan, Ben Nghe, VICT and ILS GAS Saigon port areas currently have about 1,700 operating businesses and about 3,000 residents living there. This is an important cargo transport hub, with a large volume of container trucks and heavy trucks operating continuously.

The regional transport system mainly includes Inter-Port A5, Ben Nghe, Luu Trong Lu routes, connecting to the outside through two main axes, Nguyen Van Linh and Huynh Tan Phat streets. Notably, Ben Nghe and Luu Trong Lu streets currently play the role of a "unique" route leading to the port cluster, causing great traffic pressure.

Over the past time, the road surface of these two routes has seriously deteriorated, with many damages, causing traffic unsafety and frequent congestion.

Traffic jams not only occur locally at the port gate area but also spread to connecting routes such as Nguyen Van Linh, Huynh Tan Phat, affecting transportation activities and the city's logistics chain.

Due to the specific nature of serving freight transport with high density, while the capital for traffic maintenance allocated to Tan Thuan Ward People's Committee is still limited, the City Police and Ward People's Committee have agreed to propose assigning the Department of Construction to directly manage and maintain these two roads.
