HCMC increases nearly 11.3 million motorbikes, submits emission control plan in August

HCMC - After the merger, HCMC currently manages nearly 12.7 million vehicles, including more than 1.4 million cars and nearly 11.3 million motorbikes.

The above information is stated in the report of the Ho Chi Minh City Department of Construction on the results of the implementation of work tasks in July and some key tasks in August.

According to the Ho Chi Minh City Department of Construction, the expansion of administrative boundaries has significantly increased the scale, number of vehicles and inspection facilities under the management of the City.

Before the merger, Ho Chi Minh City had more than 9.6 million vehicles, including more than 1 million cars and nearly 8.6 million motorbikes.

After Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau provinces, the new Ho Chi Minh City now manages nearly 12.7 million vehicles, including more than 1.4 million cars and nearly 11.3 million motorbikes.

This raises an urgent need to improve the capacity to monitor, inspect and control emissions to ensure environmental quality and effective management of motor vehicles.

In August, the Department of Construction will advise the Ho Chi Minh City People's Council on drafting a Resolution promulgating Regulations on the roadmap for converting public passenger transport to buses using electricity and green energy.

At the same time, the Department of Construction will also submit to the Ho Chi Minh City People's Committee a plan to implement an action program on green energy conversion, reducing carbon emissions and methane in the transportation sector in the city.

In addition, the Department of Construction will report the results of the development of the Project to control emissions of vehicles in Ho Chi Minh City; advise on technical guidance on electric charging stations for electric buses; submit the implementation results of the Project to enhance public passenger transport combined with controlling the use of personal vehicles and develop a plan for implementation in the period of 2026 - 2030.

On August 1, the Ho Chi Minh City Department of Construction sent a document to the Ministry of Construction and the Vietnam Register on strengthening the management of inspection activities for motor vehicles, specialized motorbikes and inspection of motorbike emissions.

According to the Department of Construction, to ensure the effectiveness of specialized management and operation in the locality, it is necessary to organize a strict and proactive monitoring system through the exploitation and use of vehicle registration data, inspection and certification of technical safety and environmental protection for modified motor vehicles, specialized motorbikes and motorbike emission inspection.

The Department of Construction recommends that the Ministry of Construction and the Vietnam Register support sharing data related to inspection activities in Ho Chi Minh City, including:

List and quantity of vehicles (motor vehicles, specialized motorbikes, modified vehicles and motorbikes) that have been inspected.

Account accessing to look up data on inspection results, quality certification in the production, assembly, import and renovation of road vehicles.

The transmission line shares images from the inspection process monitoring system at inspection facilities.

Technical guidance and necessary equipment to connect and synchronously extract the data system between the Vietnam Register and the specialized agency under the Ho Chi Minh City Department of Construction.
