The above two projects are expected to be submitted by the Ho Chi Minh City People's Committee to the Ho Chi Minh City People's Council for consideration and approval of investment policies at the second session (specialized session) of the 11th Ho Chi Minh City People's Council, held on April 18.
If approved, the new administrative center project combined with a landscape park in the central Thu Thiem lake area may be grounded on April 30.
The total estimated investment is about 30,800 billion VND, implemented according to the public-private partnership (PPP) method, construction-transfer (BT) contract.
The project is planned on a land area of 7.84 hectares, with a 33-story administrative center building (including 30 above-ground floors and 3 basements), total floor area of about 220,000 m2, building height of about 173.4 m. Besides, there is a 10-story multi-purpose theater, with a scale of more than 51,000 m2 of floor.


The area space also includes a landscape park of about 10 hectares, combined with a water surface of more than 12 hectares, and a 2-story underground parking system with an area of about 50,000 m2.
The overall area is expected to serve about 15,000 people, including 6,000 officials and civil servants working regularly, along with thousands of people coming to transact, participate in cultural activities and visit every day.

Meanwhile, the Central Square project has a scale of about 20 hectares, oriented to become the largest square in the country. The project will connect with the riverside park, forming a public space along the Saigon River of nearly 30 hectares.
According to the plan, the square is designed according to an open ecosystem model, prioritizing green trees and natural space. The project minimizes the concretization of riverside areas, preserving existing vegetation and riverbanks.
Notably, the square area will be directly connected to the center of Ho Chi Minh City through a pedestrian bridge over the Saigon River, creating spatial interconnection and increasing access for people.

According to Mr. Truong Tan Vu - Deputy Director of Ho Chi Minh City Department of Finance, the construction of a centralized administrative center is an urgent requirement in the context that the city is transforming towards a modern and smart city.
Currently, the administrative headquarters system is still fragmented, lacking intercommunication, reducing operational efficiency and increasing time costs for people and businesses.
Meanwhile, the requirements of administrative reform, digital transformation and building a modern urban government require synchronous working space, advanced technical infrastructure and high connectivity. The new administrative center is expected to improve management efficiency and quality of service for people.
Also according to Mr. Truong Tan Vu, Ho Chi Minh City is still lacking a large-scale public space that is symbolic.
The formation of the Central Square in Thu Thiem not only meets the needs of community activities and organizing large events, but also contributes to shaping the urban appearance and affirming the city's position in the region.
According to the leader of the Ho Chi Minh City Department of Finance, the projects proposed to be implemented under the PPP model are aimed at mobilizing social resources and reducing pressure on the state budget. This approach also helps increase investment efficiency, shorten progress and rationally allocate risks among participating parties.
When completed, the Administrative Center and Central Square complex is expected to create a driving force for the development of Thu Thiem urban area, promote commercial and service activities, increase land value and improve the quality of life of people.
At the same time, the green tree system, water surface and open space will contribute to improving the urban environment, towards sustainable development for Ho Chi Minh City.
