HCMC reclaims land from 2,077 households in Binh Thanh District, only 510 households agree to receive compensation

HCMC - The Xuyen Tam canal renovation project needs to reclaim land from 2,077 households in Binh Thanh district, but so far only 510 households have agreed to receive compensation.

According to a report from the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board ( urban Infrastructure Board), the Xuyen Tam canal renovation project (from Nhieu Loc - Thi Nghe canal to Vam Thuat river) is facing difficulties in site clearance.

The project through Binh Thanh District needs to reclaim more than 53 hectares of land in 8 wards: 1, 2, 11, 12, 13, 15, 24 and 26.

In total, there are 2,077 cases in Binh Thanh District where land was recovered, of which 1,230 households and 23 organizations were completely cleared; the remaining 824 cases were partially cleared.

Among the affected cases, 675 households are eligible for compensation for residential land; 555 households are not eligible for compensation for residential land according to the 2024 Land Law.

There are 96 cases of partial clearance but the remaining land is not eligible for a construction permit, even temporarily.

The total approved compensation and support budget for Binh Thanh District is more than VND 13,221 billion. At the end of 2024, the Urban Infrastructure Board has advanced more than VND 11,857 billion to the Binh Thanh District Compensation Board to carry out payment work.

Binh Thanh District People's Committee has issued 2,077 notices of land reclamation. Of which, the authorities have contacted 1,660 cases. The remaining 417 cases cannot be contacted because they are waiting for the resolution of the Ho Chi Minh City People's Committee, mainly related to problems in the purchase and sale of handwritten papers, land division and part of the Tan Thuan project boundary.

Of the households that have been contacted, as of May 28, only 510 households have agreed to the compensation plan, with 438 households having been paid a total of more than 1,061 billion VND. There are currently 1,150 cases that have not agreed to the compensation and payment plan.

The Urban Infrastructure Board assessed that the current site clearance progress is still very slow. This unit requested the People's Committee of Binh Thanh District to speed up the work, completing the handover of the site for the two construction packages passing through the area before September 2, 2025.

Meanwhile, in the part of the Xuyen Tam canal renovation project passing through Go Vap district, the site handover has not been completed.

Although the XL-03 package passing through Go Vap district has started construction since May 2025, there are still 51 cases that have not yet handed over the land.

The Urban Infrastructure Board has proposed that the Go Vap District People's Committee soon complete site clearance, hand over the entire route in June 2025 and have a direction to handle cases of encroachment on the project boundary.

Xuyen Tam Canal has a total length of nearly 9 km, flowing through Binh Thanh and Go Vap districts. Of which, the main canal is 6.7 km long, connecting from Nhieu Loc - Thi Nghe canal to Vam Thuat river; the remaining three branch lines are about 2.2 km long.

The Xuyen Tam canal renovation project is expected to solve the pollution problem that has lasted for many years, seriously affecting the lives of thousands of households on both banks.

The total investment of the project is more than 17,200 billion VND, of which compensation, support and resettlement costs account for more than 14,000 billion VND.

Xuyen Tam canal will be dredged with a depth of 3.5 m, a width of 20 - 30 m; a wastewater and rainwater collection system will be built. Roads will be built on both sides, with two lanes 6 m wide on each side, sidewalks 3 - 4 m wide, along with parks, green areas, lighting systems...
