National Assembly deputies suggested that after merging provinces and cities, it is necessary to adjust salaries appropriately for cadres because the responsibility of department directors and commune chairmen is very high.

This is the content raised by National Assembly deputies at the National Assembly's discussion group on the arrangement of provincial-level administrative units in 2025 held on June 11.

National Assembly delegate Nguyen Thu Nguyet (Dak Lak delegation) said that when the province was merged, we formed a new political system framework with huge, heavy tasks and high responsibilities.

Therefore, along with the new apparatus, there must be a support policy and more attention to cadres suitable for the new period.

National Assembly delegates raised the issue of how should the salary reform policy for provincial-level cadres be implemented? When merging, the responsibility of department directors and commune-level chairmen is very great, there needs to be encouragement, motivation, recognition and resources to meet the salary regime for cadres and civil servants in the new period. The delegate suggested that the Government should pay attention to this issue.

Regarding the things that the Government must implement, Vice Chairman of the National Assembly Tran Quang Phuong stated that the draft Resolution has clearly stipulated, which is to stabilize the apparatus; take care of the material and spiritual life, working conditions for both those who retire and those who continue to work; arrange finance and public assets, not to let them go to waste or waste.

The Vice Chairman of the National Assembly agreed with the delegates' opinions on the proposal for the National Assembly to issue a common Resolution of the session.

In which, it acknowledged and highly appreciated the important role and contributions and historical achievements of district-level administrative units before ending operations and provincial and commune-level administrative units before the reorganization that had a process of continuous striving for the common development of the country and each locality.

The Vice Chairman of the National Assembly said that "this policy is very clear and the National Assembly Standing Committee also has high consensus, the form of reward will be in accordance with the Law on Emulation and Commendation".

Delegate Ma Thi Thuy (Tuyen Quang Delegation) said that the Government needs to urgently arrange surplus headquarters, and at the same time, there should be regulations in the Resolution on the arrangement of provinces and centrally run cities in 2025 for localities to completely implement, instead of implementing the Law on Public Asset Management with many steps, cumbersome and very long procedures.

Delegate Ma Thi Thuy also proposed to immediately deploy connecting traffic routes, especially in mountainous provinces, to ensure smoothness, facilitating commune-level administrative units to provincial-level administrative centers.

Delegate Dang Ngoc Huy (Quang Ngai Delegation) said that the distance from Kon Tum province to Quang Ngai province is 200 km, therefore, the Government has planned to build the Quang Ngai - Kon Tum expressway.

When establishing a new province on the basis of merging the two provinces, the delegate suggested that this project should be implemented and completed soon, especially the traffic routes connecting Quang Ngai - Kon Tum, Gia Lai - Binh Dinh, Phu Yen - Dak Lak, Binh Thuan - Lam Dong to maximize the potential and advantages of the localities after the arrangement.

Note that after the merger, there will be many surplus headquarters, delegate Dang Ngoc Huy suggested that the Resolution clearly stipulate the policy of prioritizing the arrangement and use of surplus headquarters, especially prioritizing the arrangement of the education, culture and health sectors.
