Mr. Nguyen Van Thanh (character's name has been changed) said that he has closely followed the policy of salary policy reform according to Resolution 27 and paid special attention to the progress of implementation in practice.
However, by July 1, 2024, continue to implement the salary regime according to ranks and levels and increase the basic salary to 30%, do not implement the contents of salary policy reform.
Mr. Thanh raised 3 issues and suggested that the Ministry of Home Affairs soon have a clear response so that the team of cadres, civil servants and public employees across the country who are directly affected can know and understand.
Firstly, Mr. Thanh cited Conclusion No. 83-KL/TW and Decision No. 918/QD-TTg dated August 27, 2024 of the Government, in which the Ministry of Home Affairs was assigned to study and amend regulations related to the salary increase regime and extend the salary increase period in 2024.
"We hope that the Ministry will soon inform about the progress and implementation content so that agencies and units can proactively implement it" - Mr. Thanh suggested.
Second, he said that the construction of a new salary table according to job position is still not complete in 2024. Therefore, he suggested that the Ministry of Home Affairs announce the implementation plan, as well as soon publicize the Government's report to the National Assembly Standing Committee at the meeting on April 17, 2025 so that cadres, civil servants and public employees can grasp official information.
Third, Mr. Thanh expressed his agreement with the consideration of increasing the basic salary according to the country's socio-economic situation in 2025.
However, he is also concerned that paying policies to subjects who quit their jobs due to the reorganization of the apparatus could affect the progress of salary reform for civil servants and public employees who are still working.
Regarding Mr. Thanh's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, firstly, regarding the amendment and supplementation of legal regulations related to salary increase regimes and extension of salary increase terms: The amendment of salary increase regimes is related to the amendment of the Law on Cadres, Civil Servants and the Law on Public Employees.
Currently, the Ministry of Home Affairs is submitting to competent authorities to amend and supplement the Law on Cadres, Civil Servants and the Law on Public Employees, including content on salary increase regime and extension of salary increase period.
Secondly, on the progress of building a new payroll according to the job position: Conclusion No. 83-KL/TW of the Politburo, in which at point 5.2 assigned "the Central Economic Committee shall assume the preliminary review of the implementation of Resolution No. 27-NQ/TW, in collaboration with the Party Committee of the Interior Party Committee and the relevant departments, ministries and branches to study and assess the appropriate and feasibility of the new levels of the site of the new level of the site of the new level of salary and proposal for the implementation of the new level of salary in the right area of the law. Submit to the Central Government for consideration after 2026 when the Politburo issued and implemented the system of job position lists in the political system ”.
Regarding increasing the basic salary in 2025 and ensuring the rights of cadres, civil servants and public employees, they will continue to work: 2025, is the final year of implementing the socio-economic development plan and the 5-year financial plan 2021 - 2025.
However, in the context of many fluctuations in the domestic and international socio-economy, state budget collection is expected to face many difficulties.
"Therefore, in 2025, there is no basis to consider continuing to adjust salaries for cadres, civil servants, public employees and other policies" - the Ministry of Home Affairs said.
