The Ho Chi Minh City People's Committee has just officially approved Component Project 3 (compensation, support and resettlement for the section passing through the city) of the Ho Chi Minh City - Moc Bai (Tay Ninh) Expressway.
The expressway section passing through Ho Chi Minh City is more than 24.7 km long (out of a total length of nearly 51 km), passing through 11 communes of Cu Chi district including: Phuoc Thanh, Trung Lap Ha, Trung Lap Thuong, Phuoc Hiep, Tan Thanh Tay, Tan Thanh Dong, Nhuan Duc, Phu Hoa Dong, Phuoc Vinh An, Tan An Hoi and Tan Phu Trung.
In phase 1, the expressway will be invested in construction with a scale of 4 lanes. However, compensation and site clearance will be carried out once for the entire route according to the complete scale of 6 lanes, residential access roads, intersections with Ho Chi Minh City Ring Road 3, Provincial Road 8 and overpasses across the route.
The total area of affected land is about 220 hectares, of which: Residential land is about 6.1 hectares; agricultural land is more than 190 hectares; non-agricultural land other than residential land is about 1.4 hectares; public land such as roads, canals, ditches, ditches, etc., accounts for 22.2 hectares.
It is expected that about 2,177 households and organizations will be affected by land acquisition. Of these, 254 cases are eligible for resettlement land, and about 178 cases are built on agricultural land.

The total investment of component project 3 is more than VND 5,052 billion, of which: Compensation, support and resettlement costs are more than VND 4,333 billion; compensation for technical infrastructure works is about VND 272 billion; the rest is for management costs and other costs.
The People's Committee of Cu Chi district will hand over the non-compensation public land in advance to serve the work of clearing bombs and mines, expected to start construction on April 30, 2025.
The compensation, support and resettlement plan will be prepared and approved in the second quarter of 2025.
The compensation payment and handover of the site will take place from the third quarter to the fourth quarter of 2025.
In case people do not hand over the site after receiving the compensation, the compulsory land recovery will be carried out within 90 days from the date of payment.
The resettlement land fund for the project is arranged from the resettlement area serving the Ho Chi Minh City - Moc Bai Expressway and other public service projects in Pham Van Coi commune (Cu Chi district). The People's Committee of Cu Chi district proactively arranged temporary accommodation for households eligible for resettlement.
The relocation of technical infrastructure works will be synchronized with the progress of other component projects, starting from the second quarter of 2025 and completed in the second quarter of 2027.

Ho Chi Minh City - Moc Bai Expressway (phase 1) has a total investment of more than VND 19,600 billion, implemented under a BOT (build - operate - transfer) contract.
It is expected that on September 2, 2025, the project will start construction of a residential access road and a level crossing with budget capital.
In January 2026, the main expressway under the BOT contract will start construction, completed and put into operation by the end of 2027.
When completed, the Ho Chi Minh City - Moc Bai Expressway will contribute to improving the capacity of international transportation between Ho Chi Minh City and Cambodia, reducing the load on National Highway 22, and becoming the shortest route connecting Ho Chi Minh City with Moc Bai border gate.
