In District 10, three Wards 12, 13 and 15 will officially merge into Hoa Hung Ward. The old Ward 15 headquarters was chosen as the new Public Administration Center - a place to receive and handle administrative procedures for people.
On June 11, Mr. Le Tan Huy - Vice Chairman of Ward 15 People's Committee - said that all preparations are being urgently completed. The ward has coordinated with the district to survey, repair and renovate the headquarters to ensure the best facilities for people. Along with that, the documents are packaged and arranged according to the list for scientific handover, convenient for future tracing.
The merger also means changes in personnel. Officials from wards 12, 13 and 15 will be assigned to Hoa Hung ward. "The cadres have been supported by the district and ward, creating conditions and spirit of being ready to take on the task and serve the people" - Mr. Huy shared.
To ensure uninterrupted administrative activities, the ward has organized training for staff, from using software, network systems to operating the process of receiving documents. People are also reassured that basic administrative procedures will be kept unchanged, while being gradually modernized through online public services, helping to shorten processing time.
Regarding facilities, Mr. Le Tan Huy informed that some initial difficulties have been promptly overcome. The working space has also been rearranged in an open and friendly direction to enhance the experience of serving people.
The information was disseminated through neighborhoods, ward bulletins, Zalo, Facebook and Party cell activities. For the old headquarters of wards 12 and 13, the district plans to rearrange them to serve public purposes, avoiding wasting resources.
smooth trial operation of 6 new wards
On June 11, the Ho Chi Minh City Digital Transformation Center coordinated with the People's Committee of Tan Binh District to organize a trial operation of the two-level local government model in 6 new wards including: Bay Hien, Tan Hoa, Tan Son Hoa, Tan Son, Tan Son Nhat and Tan Binh.
The trial focused on operating three shared systems: Document management software, feedback reception - processing system via Portal 1022 and public administrative procedure settlement system.
In the document management software, the wards fully implement two processes: destination document and destination document, through the interconnection axis between the Digital Transformation Center and the People's Committee of Tan Binh Ward.
With the document to: Receive the document, put it in the book, submit it to the office leaders; then transfer it to the ward leaders to assign a department or professional department for handling. With the document: The specialist initiates, submits to the department leaders, then the ward leaders approve and transfer the document to issue.
The entire process is simulated on the real system, with the results displayed publicly on the big screen for monitoring.
Evaluating after the trial on June 11, Ms. Vo Thi Trung Trinh - Director of the Ho Chi Minh City Digital Transformation Center - said that the staff and civil servants operated smoothly, the system infrastructure was stable, and operations were guaranteed. The center will continue to complete the steps in the operating scenario.
Ms. Trinh also requested districts and towns to quickly prepare technical infrastructure and send a list of cadres and civil servants to configure accounts ready for the trial operation phase across Ho Chi Minh City from June 12.
People expect administrative "transformation" after merging wards and communes
Mr. Dao Duy Tuan (residing in District 10) expressed his agreement when the city streamlined its apparatus. According to him, the merger is not only a change in boundaries but an opportunity to renew the administrative apparatus in a flexible and transparent manner, with the people as the center.

Ms. Nguyen Thi Hoa (70 years old, living in District 10) shared: "At first, I was a bit worried about the merger because I didn't know if the documents and procedures were complicated. But seeing my ward proactively announce and then provide detailed instructions about the new location, I feel much more secure.
