The Ho Chi Minh City People's Committee has just approved the proposal of the Department of Construction on investing in adding the Saigon River overpass (at the Binh Goi bridge location) to Component Project 5: Construction of Ring Road 3, section through Binh Duong (including Tan Van intersection and Binh Goi bridge).
According to the proposal of the Department of Construction, the new bridge will be 19.75 m wide, with 4 lanes, similar to the Binh Goi bridge under construction.
After completion, each bridge will be used for one-way traffic, with a total of 4 expressway lanes and 4 parallel lanes.

The City People's Committee requires additional investment to ensure compliance with the approved scale and investment policy, compliance with planning, and promotion of synchronization when putting the project into operation, while not exceeding the total investment of the component project.
The Chairman of the Ho Chi Minh City People's Committee assigned the Binh Duong Traffic Construction Investment Project Management Board to urgently prepare an adjusted Feasibility Study Report and submit it to the Department of Construction for appraisal before November 20, 2025, ensuring sufficient legal basis, data and procedures according to regulations.
The Ho Chi Minh City Department of Construction is assigned to preside over and coordinate with relevant departments and branches to appraise and submit to the City People's Committee for approval of project adjustments in November 2025. At the same time, the Department of Finance must soon give opinions on capital sources and the ability to allocate capital for additional items.

The Ring Road 3 section passing through Binh Duong (now part of Ho Chi Minh City) is 26.6 km long, with a total investment of VND19,280 billion, divided into 2 component projects.
Of which, Component Project 5 - construction part has a total capital of VND 5,780 billion, including Binh Goi bridge across the Saigon River with a length of 1 km, 4 lanes, designed speed of 100 km/h and a total capital of nearly VND 600 billion.
At the end of June 2025, Binh Goi Bridge was closed and is expected to open to traffic at the end of December this year. Investing in additional parallel bridges will help double the exploitation capacity, reducing traffic pressure on the route.
The Ho Chi Minh City Ring Road 3 has a total length of more than 90 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh (after the merger).
Previously, the project was completed and put into operation the My Phuoc - Tan Van section (15.3 km) and the section from DT.25B (Dong Nai) to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, including Nhon Trach Bridge, from August 2025.
The remaining part is more than 76 km long, with a total investment of nearly VND 75,400 billion, and is being implemented by localities with 4 expressway lanes and non-continuous parallel roads.
According to the plan, 3 sections of Ring Road 3 are expected to open to traffic on December 19, 2025, including: 14.7 km of the elevated section through the former Thu Duc City; 3 km through Binh Duong area; 6.4 km in Long An area (now in Tay Ninh province).
In addition, on December 19, 2025, the project is also expected to open a total of 41.4 km to technical traffic, including: 32.6 km through Hoc Mon, Cu Chi, Binh Chanh; 5 km through Dong Nai; 3.8 km through Binh Duong.
The entire Ho Chi Minh City Ring Road 3 route, over 76 km long, will be completed on June 30, 2026.
