On September 25, Deputy Prime Minister Mai Van Chinh surveyed the Ho Chi Minh City Ring Road 3 construction site, including two key intersections, Binh Goi Bridge over the Saigon River and Tan Van Intersection connecting Hanoi Highway.
Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board - said that by December 19, 2025, 24.1 km of Ring Road 3 will be put into operation.
The three sections will be opened to traffic, including: 14.7 km through the former Thu Duc City; 3 km through the former Binh Duong province (now Ho Chi Minh City) and 6.4 km in the former Long An province (now Tay Ninh province).
"By December 2025, it will be completely feasible to go from Binh Duong to Cu Chi to drink coffee via Ho Chi Minh City Ring Road 3" - Mr. Phuc said.
At the same time, on December 19, 2025, Ho Chi Minh City Ring Road 3 will also be technically opened to traffic for a total of 41.4 km (including 32.6 km through Hoc Mon, Cu Chi, Binh Chanh before; 5 km through Dong Nai province; 3.8 km through Binh Duong).
"It is expected that by June 30, 2026, the entire 76.3 km project will be officially completed," said Mr. Phuc.

Reporting on the previous 11.3 km project through Binh Duong, Mr. Tran Hung Viet - Director of the Binh Duong Traffic Construction Investment Project Management Board - said that the overall progress is 9.15% slower than planned.
Of which, Tan Van intersection reached 31.2%; Binh Chuan intersection reached 56.37%; Binh Chuan - Saigon River section reached 48.23% and Binh Goi bridge reached 77.02%.
The main reason for the delay is the prolonged time for appraising technical documents, the impact of heavy rain, and difficulties in material supply.
Contractors have worked overtime, organized 3 shifts and 4 teams, transferred volumes and changed solutions at some locations. However, some items still face great challenges such as weak soil that requires sinking time of 9 - 12 months and fluctuations in construction material prices.
Deputy Prime Minister Mai Van Chinh highly appreciated the efforts of investors, construction units and contractors when the output of many items has changed positively, especially at Binh Goi bridge.
The entire route must be basically completed before the end of 2025 to organize the opening ceremony on December 19, 2025 - the Deputy Prime Minister emphasized.

According to Deputy Prime Minister Mai Van Chinh, the biggest difficulty at present is weak soil treatment, requiring appropriate technical solutions and timely solutions. "All contractors must ensure progress, quality, labor safety and project efficiency" - the Deputy Prime Minister emphasized.
The Ring Road 3 route is more than 90 km long, passing through Ho Chi Minh City, Dong Nai and Tay Ninh after the merger. Previously, the project completed the My Phuoc - Tan Van section (15.3 km) and the section from DT.25B (Dong Nai) to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway (including Nhon Trach Bridge) to be put into operation from August 2025.
The remaining part is more than 76 km long with a total investment of nearly VND 75,400 billion, with a scale of 6 - 8 lanes being implemented by localities. In phase 1, 4 lanes and a parallel road system (not continuous) will be built in advance.
When completed, Ho Chi Minh City Ring Road 3 will not only solve the need for traffic connectivity, reducing pressure on the inner city area, but also open up an urban - industrial development corridor, creating growth momentum for the entire key economic region in the South.
