Prolonged rain and floods have caused many areas in Hue City to be isolated and have widespread power outages. When the phone runs out of battery, contacting relatives becomes a big concern for people in flooded areas.
From that reality, Hue City Police deployed the model of "C cell phone charging" - a simple but humane initiative, helping people maintain connection during harsh rainy and flood days.
Major General Nguyen Thanh Tuan - Director of Hue City Police said that in natural disasters, ensuring safety of life is the most important thing, but staying in touch is also a key factor to reassure people and let the authorities provide timely support. Therefore, the police of communes and wards are directed to proactively bring electricity to the site, not allowing people to risk their lives to cross the flood to charge their phones.

Immediately after the direction, the police of the flooded areas quickly deployed. Units take advantage of existing generators, mobilize more from people and businesses and receive fuel support from the government so that the "Zero-VND Charging Stations" can operate continuously.
By canoe or specialized vehicle, the police force brings loudspeakers to each isolated residential area, announcing by loudspeaker so that people know the time and location. Each charging point lasts about 1 - 2 hours, just enough for people to charge their phones and keep in touch with relatives and authorities.
Lieutenant Colonel Van Dinh Huy - Head of Phu Bai Ward Police shared: "Once upon a time, people took the risk of going over high water to charge their phones, which was very dangerous. We think simply: if people need electricity, we bring electricity."
In Duong No ward, Ms. Nguyen Thi Tam (62 years old) emotionally said: "The power has been out in the past few days, the phone has run out of batteries, and I'm worried about how my children will be on the street. Hearing the loudspeaker report the police coming to charge the battery, I was very happy. The phone is small, but charging is reassuring.
The image of police officers in wet shirts, sitting at the transformer in the middle of the flooded yard, patiently charging each phone to the people moved many people.

Consecutive storms and floods have caused many deaths, missing and injuries; many houses and production and business establishments have had their roofs blown off and suffered heavy damage. People across the northern mountainous provinces and the central provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
