Many landfills and waste treatment sites are overloaded
According to the investigation of Lao Dong Newspaper, there are currently 63 landfills and 108 incinerators of domestic waste in Ninh Binh province managed by the People's Committees of communes and wards. Currently, many landfills are overloaded and do not ensure environmental hygiene, some incinerators have degraded and are not operating effectively, leading to a large amount of waste remaining, causing environmental pollution.
At the Quyen Khoi Valley landfill (Trung Son ward, Ninh Binh province), thousands of tons of waste in Ninh Binh have been brought here but have not been treated, piled up like mountains. The air around the area is seriously polluted, leachate stains the entire area. This landfill is one of the remaining points causing serious environmental pollution that has not been thoroughly treated.
Mr. La Phu Dung - Director of Ninh Binh solid waste treatment plant - said that the waste treatment area in Quyen Khoi valley was designed with a capacity of 30 years, but it has been overloaded for only about 10 years.
"Currently, the amount of waste remaining here has far exceeded the designed capacity. The average amount of waste generated per day is about 430 tons, while the plant's processing capacity is only 200 tons/day and night, the rest must be temporarily buried, causing the container holes to be seriously overloaded. Each year, the plant processes an average of 125,000 tons of waste, of which 113,000 tons are buried and 12,000 tons are processed under the form of microbiological fertilizer production" - Mr. Dung said.
Talking to PV of Lao Dong Newspaper, Mr. Tong Duc Thuan - Chairman of Trung Son Ward People's Committee - also admitted that the overload situation at the Quyen Khoi valley landfill has been going on for many years, the Ward People's Committee has repeatedly petitioned the superiors but has not yet been thoroughly handled.
Similarly, in the old Ha Nam province, the amount of waste still accumulated was up to more than 12,000 tons in 29 communes and wards. Many temporary garbage collection points in Le Ho ward, Nam Xang commune, Thanh Lam... have become "open-air landfills" causing environmental pollution.
It is necessary to promptly handle the amount of waste remaining
Mr. Le Hung Thang - Deputy Director of the Department of Agriculture and Environment of Ninh Binh province - said that currently, the collection, transportation and treatment of household waste in the province still has some difficulties and problems. The volume of waste is increasing, putting pressure on the local waste management and treatment system.
In addition, the classification, collection and transportation of waste and waste is not synchronous, in many places and localities, it is still being implemented formally and ineffectively.
Since the merger of provinces, the Department has issued many documents urging and guiding localities to strengthen the collection, transportation and treatment of domestic solid waste in the area; at the same time, signed 4 appendices to the collection, transportation and treatment contracts for domestic waste for service providers.
"Currently, the Department has drafted draft laws and is seeking opinions from relevant units to complete and submit to the Provincial People's Committee to issue regulations on waste management, collection and treatment in the province. At the same time, urgently draft and implement processes and procedures to submit to the Provincial People's Committee for promulgation of waste collection, transportation and treatment service prices. The province is also speeding up the implementation of the My Loc Ward Waste-to-power Plant Project and the Ninh Binh Waste-to-power Plant Project" - Mr. Le Hung Thang said.
