Meanwhile, some incinerators have degraded and are not operating effectively, leading to a large amount of waste remaining.

Mr. Nguyen Anh Chuc - Vice Chairman of Ninh Binh Provincial People's Committee said that through on-site inspection, the collection and treatment of domestic solid waste in communes and wards in the province still has some shortcomings and problems.
The classification of domestic solid waste has not been thoroughly implemented, leading to a decrease in the waste treatment efficiency of factories, especially those with bi treatment technology.
Household waste treatment projects (garbage plants, waste treatment plants) are being implemented behind schedule, leading to overload and putting pressure on waste treatment plants and waste treatment areas today.
In addition, the coordination between the People's Committee at the commune level and the waste collection, transportation and treatment unit is still lacking in tightness. Commune-level waste treatment areas are currently degraded, not ensuring waste treatment according to regulations.
In order to effectively implement the management of domestic solid waste in the province, overcome shortcomings and limitations and based on the proposals and recommendations of units and localities, the Provincial People's Committee requires departments, branches and localities according to their assigned functions and tasks.
Also according to the Vice Chairman of Ninh Binh Provincial People's Committee, the province has assigned the Department of Agriculture and Environment to continue urging, guiding, and accompanying waste collection and treatment units. Complete the volume acceptance documents soon to make the payment of funds in accordance with regulations and ensure timely payment to remove difficulties for units.
Speed up the selection of investors to build waste-to-energy plants and domestic solid waste treatment plants. Support businesses to complete relevant procedures to soon deploy construction and put the treatment plant into operation.
The Provincial People's Committee has also assigned the Department of Finance to preside over and coordinate with relevant departments, branches and units to advise the Provincial People's Committee on the plan to hand over Loc Hoa Waste Treatment Plant (Dong A Ward) and Ninh Binh solid waste treatment plant (Trung Son Ward) to improve the operational efficiency and operation of the factories.
At the same time, advise the Provincial People's Committee to allocate funds to promptly treat waste in the province to avoid further congestion and completely handle the amount of waste currently in circulation.

For overloaded landfills that have not yet fully treated the remaining amount of waste, the People's Committee of Ninh Binh province requires management units to spray probiotics and collect and treat wastewater flowing into the environment.
At the same time, tarpaulins have been applied to the remaining landfills to prevent the current situation of waste causing environmental pollution.
