The amount of 46.82 billion VND was spent to support livestock farmers in 13 districts, towns and cities affected by lumpy skin disease in buffaloes and cows (culled from September 27, 2021) and African swine fever from 2021 to present.
A total of 18,254 pigs, buffaloes and cows had to be destroyed, including 18,234 pigs weighing 1,228,816 kg (in 13 districts, towns and cities) and 20 buffaloes and cows weighing 2,794 kg (in 4 areas of Ha Tinh city, Thach Ha, Loc Ha, Vu Quang).
The People's Committee of Ha Tinh province assigned the Department of Agriculture and Rural Development to be responsible for the subjects, content, and proposed funding for support in the prevention and control of African swine fever and lumpy skin disease in cattle; at the end of the payment period, synthesize reports on the results of policy implementation of localities and units to send to the Department of Finance and report to the Provincial People's Committee.
The Department of Finance shall preside over and coordinate with the Provincial State Treasury to promptly allocate funds; coordinate with the Department of Agriculture and Rural Development to synthesize policy funding to support the prevention and control of African swine fever and lumpy skin disease in cattle and buffaloes, requesting support from the central budget according to current regulations. At the same time, refund the provincial budget reserve after the central government provides support according to regulations.
Assign the People's Committees of districts, cities and towns to be responsible for the accuracy of the subjects, support records, volume and funding needs to approve support proposals; decide to allocate funding to the People's Committees at the commune level to promptly pay support funds, ensuring regulations.
Previously, on March 1, 2024, Lao Dong Newspaper published an article "Livestock destroyed due to epidemic, people are waiting for support money" reflecting that many people whose livestock were destroyed by epidemic since 2021 but after 3 years still have not received compensation for damages.
The reason for the delay in support is due to waiting for policy guidance from the Central Government. After that, the Government agreed to support livestock farmers whose livestock had to be destroyed due to disease from 2021 to present.
