HCMC - The 1,500 billion VND National Highway 50 expansion project has been stalled because 8 houses have not been cleared, causing the parallel road to be interrupted even though it is 75% complete.

The project to expand National Highway 50 through Binh Chanh district is nearly 7km long, connecting from Nguyen Van Linh intersection to Long An province border, including two main items: building a new parallel route 4.2km long and expanding the existing road from 7m to 34m for 6 lanes.

The parallel route of National Highway 50 started construction at the end of 2022, many sections have been completed and are spacious.

However, there are 2 locations that are "blocked" due to site clearance work.

The section through Gia Hoa residential area has 3 houses blocking the road under the management of Gia Hoa Company that have not been fully compensated. A power station has not been relocated.

The section passing through Phong Phu 4 residential area has 5 other houses blocking the entire road in the area adjacent to Trinh Quang Nghi street, managed by Khang Phuc Company, compensation has not been completed.

According to Mr. Pham Minh Nhut - General Director of Khang Phuc Company, the company has proposed compensation with 10 resettlement land plots priced at 45-55 million VND/m2, much higher than the State-regulated price of 11-12 million VND/m2. However, the households have not agreed.

Mr. Pham Minh Nhut cited an example, a case of an area of ​​277m², with the current plan will receive 180m² of resettlement and 320 million VND, or 1.8 billion VND in cash, but the household requested 10 billion VND, because they said the land is located on the frontage of Trinh Quang Nghi street.

Not only the parallel route is facing difficulties, the existing expansion section of National Highway 50 is also stuck with 15 households that have not been completely dismantled.

Risk of delay in traffic opening

A representative of the Ho Chi Minh City Traffic Construction Investment Project Management Board (investor) said that the parallel road to National Highway 50 has reached 75% of the volume, but the risk of missing the traffic opening deadline at the end of December is very high if the site is not handed over soon.

"We plan to open the completed sections to traffic first to serve the people, while waiting for the handover of the remaining locations," said the investor representative.

The existing National Highway 50 expansion section has reached about 19% of the volume, expected to be completed in 2025.

To ensure progress, the investor has requested the Ho Chi Minh City People's Committee to direct relevant departments and branches to promptly resolve compensation policies so that Gia Hoa and Khang Phuc Companies can soon hand over the site.

Saigon Water Corporation is also required to complete the relocation of the water pipe system in the project before November 30.

Currently, the People's Committee of Binh Chanh district has proposed to the People's Committee of Ho Chi Minh City to request Gia Hoa and Khang Phuc enterprises to urgently compensate, support and hand over the site in November 2024.

In case the enterprise fails to comply, Binh Chanh district requests permission to directly handle compensation, support and resettlement according to the policy of the National Highway 50 expansion project, and at the same time not compensate for the area the enterprise has paid.
