Many drowning incidents occur
According to Thanh Hoa Provincial Police, since the beginning of 2025, there have been 7 drowning accidents in the area, killing 10 people, mainly children.

Typically, on the afternoon of February 27, a group of friends went to the Chu River bank (pontoon bridge area, Xuan Tin commune, Tho Xuan district) to play. While playing, unfortunately Q and T fell into the river and were swept away by the strong water. Although a group of friends called for help from nearby people, they could not wait until both students died.
Then, on March 27, L.D.C (born in 2013) and N.V.H (born in 2012) went to the river section in Cam Van commune, Cam Thuy district to swim. While swimming, both were unfortunately swept away in deep water and tragically drowned.
Most recently, on April 12, a group of 10th and 11th grade students (in Trieu Son district) went out to play soccer, then went to the swimming pool. While swimming, unfortunately, the two students, L.A.T and N.V.D, had their feet stumbled into deep water, leading to death.
According to Thanh Hoa Provincial Police, there are many causes of tragic drowning accidents, but most of them are due to the lack of enthusiasm and skills to prevent drowning in children. In addition, many families are subjective and negligent in supervising their children. Some parents are busy with making a living and have to ask their elderly grandparents to look after them, leading to the management of their children's hours and activities not being strict.
In addition, in many localities, there are many rivers, streams, ponds, lakes, and hot weather makes children like to come to these places to swim. Meanwhile, many children do not know how to swim or lack the skills, leading to a high risk of drowning and tend to increase, especially in the upcoming summer.
Signing a commitment to prevent drowning
Faced with the above situation, to proactively prevent and combat drowning accidents, Thanh Hoa Provincial Police have focused on synchronously deploying preventive measures and protecting children's safety.

Advising Party committees and authorities at all levels to step up propaganda, training, dissemination of knowledge on drowning prevention; provide first aid instructions for victims of drowning accidents; survey and put up warning signs at high-risk locations.
The police forces of communes, wards and towns need to closely coordinate with the grassroots security forces, families and schools to manage, supervise and remind children; issue recommendations and sign a commitment to prevent and combat drowning for children to each household with young children.
In addition, localities need to increase guidance, organize swimming and swimming practice classes for children; step up patrols, reminders and warnings of risks in areas with rivers, streams, ponds - where children often travel, play and cool down.
Along with that, organize reviews and create warning maps of danger in areas at risk of drowning such as beaches, rivers, lakes, ponds, wells, deep water holes... to advise local authorities to promptly direct the immediate correction of shortcomings, avoid consequences and then handle them.
