On January 20, Dong Nai Provincial People's Committee just issued a plan to develop and value talents and high-quality human resources, especially leading industry experts, to serve the development of science, technology, innovation and national digital transformation in Dong Nai province in the period 2026-2030.
According to the plan, the goal by 2030, Dong Nai province maintains the rate of talents attracted and valued to work in state agencies and units reaching 100% (in the first 5 years); The rate of human resources trained and fostered in the fields of science, technology, innovation and digital transformation reaches 30% by 2026, and reaches 60% by 2050.
Strive to arrange the proportion of officials with expertise and experience in science and technology, science and technology (including information technology and digital transformation) in the leadership team (department level upwards) of state agencies and units, aiming to reach at least 25%.

Dong Nai also sets out key tasks and solutions in 2 phases.
In which, the period 2026 - 2027 will complete mechanisms and policies to attract and value talents; Develop high-quality human resources and specialized training (Deploy preferential policies for students in semiconductor, AI, and digital technology industries. Implement programs to train engineers, masters, and PhDs in key basic sciences and engineering); Implement breakthrough mechanisms on recruitment. Including special recruitment without exams for young scientists under 47 years old (Associate Professor, Professor or with a PhD degree) or leading experts with outstanding achievements. The preferential treatment regime applies an additional allowance of at least 150% to a maximum of 300% of the current salary level for attracting subjects....
