From tomorrow (January 1, 2025), the administrative apparatus of Hoa Lu city (Ninh Binh) will officially come into operation. Hoa Lu city was newly established on the basis of merging the original status of Ninh Binh city and Hoa Lu district.
Mr. Dinh Van Tien - Secretary of Hoa Lu City Party Committee - said that currently, the arrangement and handling of headquarters and public assets after the arrangement of administrative units is carried out according to the provisions of Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023 - 2030 and other documents of the Ministry of Finance, the Department of Finance of Ninh Binh province on instructions for the arrangement and handling of headquarters and public assets after the arrangement of district and commune-level administrative units of Ninh Binh province for the period 2023 - 2025.
Hoa Lu City People's Committee is coordinating with the Department of Finance, Department of Natural Resources and Environment, Department of Construction to implement the steps in the process of arranging houses and land (declaring and reporting, synthesizing plans, checking the current status of house and land use and making plans to handle houses and land) to complete the documents and procedures to send to the Department of Finance for appraisal and submit to Ninh Binh Provincial People's Committee for approval according to regulations.
The time to complete the handling of the headquarters and public assets of Hoa Lu city is no later than December 31, 2027.
Hoa Lu City will officially come into operation from January 1, 2025. The headquarters of the People's Council, People's Committee and specialized agencies of the government will be located at the headquarters of the old Hoa Lu District Party Committee, People's Council and People's Committee.
For the headquarters of the City Party Committee and Party agencies, the Vietnam Fatherland Front Committee and socio-political organizations of Hoa Lu city are located at the headquarters of the City Party Committee, People's Council - People's Committee of the old Ninh Binh city.
For Party Committee headquarters, People's Councils, People's Committees of communes, wards, and public service units, implement according to the city's plan and direction.
According to Resolution No. 1318/NQ-UBTVQH15 dated December 10, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Ninh Binh province for the period 2023 - 2025, Hoa Lu city was established on the basis of merging the entire Hoa Lu district and the entire Ninh Binh city.
After its establishment, Hoa Lu city had a natural area of 150.24 km2 and a population of 238,209 people.
Hoa Lu City has 20 commune-level administrative units, including 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang and 8 communes: Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.
