This guidance aims to ensure that public asset management is carried out economically and effectively, avoiding waste and loss after streamlining the administrative apparatus.
According to the instructions, in cases of merging or consolidating new agencies, units and organizations, the entire right to manage and use the assets of the merged unit will be inherited. This includes all rights and obligations related to lease, lease, joint venture, association or exploitation contracts of public assets.
After completing the merger, the receiving unit is responsible for arranging the assets according to standards and norms; reviewing and determining the surplus assets that are no longer needed for use or are used inefficiently to prepare a handling file to submit to the competent authority for decision. Do not let the situation of leaving it empty or using it for the wrong purpose cause waste.

In case the agency or unit ceases operations and transfers its functions and tasks to another agency, the unit receiving the task will also take over the management and use of assets, similar to the case of a merger.
In case there is no need to receive, the assets will be handed over to the direct superior agency, or the agency assigned by the Hai Duong Provincial People's Committee to receive and handle the assets. These units are responsible for preparing documents to handle assets according to the provisions of law.
Regarding the specific orientation for working headquarters, the province classifies as follows: For provincial-level headquarters, the Hai Duong Department of Finance is assigned to preside over and coordinate with the Department of Construction and the Hai Duong City People's Committee to develop a plan for arrangement and handling.
District-level headquarters (after removing district-level level) will be prioritized for use by commune-level authorities or other state agencies and units that need to be used as working headquarters or public service establishments. In case there are 2 headquarters of the People's Committee and the District Party Committee, it will be considered to arrange to the new commune or other unit according to the scale and standards.
For the commune-level headquarters, it is still arranged to work at both locations after the merger. When the staffing is completed and the area standards are met, it will be merged into a suitable headquarters. Headquarters that are no longer in need of use will be considered for conversion to educational, medical, police, cultural facilities or to be reclaimed and assigned to the unit to manage the exploited land fund according to regulations.
