The location for the groundbreaking ceremony was chosen as the area planned for the construction of Ha Long Xanh station, belonging to Tuan Chau ward, former Ha Long city.
People, businesses expect
Quang Ninh identifies this as one of the projects contributing to promoting regional linkages, attracting more strongly investors and large enterprises to Quang Ninh as well as tourism development.
This railway line passes through wards and communes: Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau, including a station in Yen Tu ward - not far from Yen Tu scenic area. According to the plan, there are about 300 households located in the Yen Tu station project area.
Mr. Bui Hoang Giang - Provincial Party Committee Member, Secretary of Yen Tu Ward - said that after completing the procedures according to regulations, the ward will coordinate with relevant units to deploy inventory and compensation work.
Location and direction of the Hanoi - Quang Ninh high-speed railway line (section passing through Bac Ninh province) is located between the median strip of the road connecting Gia Binh airport with Hanoi Capital and the connecting section from Gia Binh International Airport to Hai Phong section passing through Bac Ninh province, with the starting point belonging to Tri Qua ward, the ending point belonging to Trung Kenh commune (on the section running through communes and wards: Thuan Thanh, Mao Dien, Tram Lo, Gia Binh, Lam Thao, Luong Tai); in accordance with the planning approved by Bac Ninh Provincial People's Committee.
Currently, Bac Ninh Provincial People's Committee is implementing the project "Road connecting Gia Binh airport with Hanoi Capital", therefore, it is proposed that Quang Ninh Provincial People's Committee assign a specialized agency to be the focal point and direct the investor - VinSpeed Company to closely coordinate with specialized agencies of Bac Ninh province (in which, assigning the Department of Construction as the focal point) and People's Committees of communes where the railway line passes through to organize the implementation of related tasks such as: Site clearance, survey, design, construction... ensuring synchronization, unity, avoiding overlap.
Minimize impact on people's lives
In early March 2026, VinSpeed sent to the People's Committees of Dong Anh, Phu Dong, and Thuan An communes the dossier of the Hanoi - Quang Ninh high-speed railway line plan to support and coordinate the organization of collecting opinions from agencies, organizations, individuals and residential communities on the line plan dossier, and send comments as a basis for implementing the next steps.
The project passes through Thuan An commune with a total length of 1.42km. People in Chi Nam village (Thuan An commune) said that they fully support the policy of project implementation, but requested relevant parties to ensure the legitimate rights of the community. In particular, the use of inter-field roads needs to be strictly controlled, with plans to protect and promptly overcome damage if it occurs.
Faced with the reality that new rural roads in Chi Nam and Chi Dong villages are degraded due to high frequency of motor vehicles serving construction, people propose that Thuan An Commune People's Committee and the construction unit should soon have a clear commitment document on the return and repair of affected roads after the project is completed.
Vice Chairman of Thuan An Commune People's Committee Le Hai Dang requested investors, consulting units and construction units to strictly comply with the road route plan serving the project. The overarching principle is to minimize the impact on people's lives, ensure normal travel for people and not disrupt village and alley infrastructure.
Regarding coordination work, the Commune People's Committee has issued documents to villages, VinSpeed Company and contractor units to handle problems at the grassroots level. Local authorities requested the parties to quickly agree on a construction road plan in the direction of both creating conditions for the project and protecting people's infrastructure.
