Voters in Bac Ninh province proposed that the Lim - Pha Lai railway project was implemented in 2005, but construction has been stopped from 2011 to now, greatly affecting the lives and production of people within the project scope.
This issue has been commented on many times by voters, and the Provincial National Assembly Delegation has also repeatedly proposed to the Government and relevant ministries and sectors to pay attention. Voters proposed that the Ministry of Construction continue to consider it”.

The Yen Vien - Pha Lai - Ha Long - Cai Lan project (project) is a project that had to be suspended and delayed from 2011 according to Resolution No. 11/NQ-CP dated February 24, 2011 of the Government.
The Ministry of Construction acknowledges and looks forward to the sharing of the government and people of Bac Ninh province about the impacts of the project during the suspension and progress delay period.
To suit the new context, the project investment situation, Vietnam Railway Network planning for the period 2021-2025, vision to 2050 (Decision No. 2404/QD-TTg dated October 29, 2025 of the Prime Minister) has oriented investment in the Lim - Pha Lai railway line as follows: Investing in the passenger transport railway line connecting Hanoi with Quang Ninh; for the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line: Using the existing infrastructure section of the Lim - Pha Lai line as a service/parallel road of the Noi Bai - Ha Long expressway; upgrading and renovating the Kep - Ha Long - Cai Lan line for passenger transport combined with goods.
Currently, the Railway Project Management Board is completing the adjustment of the pre-feasibility study report of the Yen Vien - Pha Lai - Ha Long - Cai Lan project according to the orientation of the above plan to continue reporting to competent authorities to continue implementing and promoting project efficiency in the medium-term public investment plan 2026-2030.
