The consortium includes: Dai Dung Group, Construction Corporation No. 1 (CC1) and Hoa Phat Group - abbreviated as DCH consortium - has just sent a document to the Ho Chi Minh City People's Committee, proposing to participate in the construction of railway projects in Ho Chi Minh City as EPC general contractors ( design, construction and equipment supply).
In a document sent to the Ho Chi Minh City People's Committee, the DCH consortium expressed its desire to create conditions for research and participation in urban railway projects in Ho Chi Minh City, especially Metro Line 2 (Ben Thanh - Tham Luong), expected to start construction in December 2025.
The DCH consortium believes that the members of the consortium have a solid foundation in the fields of materials, steel structures, technical solutions and construction, especially underground projects and the role of EPC general contractor.
In the metro sector, the joint venture members have participated in the construction of two underground stations of Metro Line 1 (Ba Son station and City Theater) as well as Long Binh depot - the maintenance and operation center of Metro Line 1 (Ben Thanh - Suoi Tien).
According to Resolution 188 of the National Assembly, Ho Chi Minh City is allowed to apply the forms of bidding designation for consulting contractors, non-counselors and EPC contractors.

Metro Line 2 is more than 11km long, running through 6 districts including District 1, District 3, District 10, District 12, Tan Binh and Tan Phu.
The project was approved in 2010 with an initial total investment of about 1.3 billion USD (equivalent to 26,000 billion VND). By 2019, the total investment was adjusted to increase to more than 2 billion USD (about 47,900 billion VND).
Of which, the majority of the initial capital is expected to come from ODA loans from three international donors: the Asian Development Bank (ADB), the German Confederation of Labor (KfW) and the European Investment Bank (EIB).
However, due to the prolonged project progress, the sponsors have adjusted the conditions and the process of capital allocation, making the loan arrangement no longer appropriate. After the process of working, the parties agreed to terminate the CS2B bidding package and the entire Metro project No. 2.
In this situation, Ho Chi Minh City decided to transfer all the capital of the project to the state budget for proactive implementation.
Currently, Ho Chi Minh City is speeding up procedures to be able to start Metro Line 2 construction in 2025. It is expected that by June 2025, the city will complete the survey, overall design (FEED) and feasibility study documents.
After that, the pre-feasibility study report will be appraised in August 2025, and submitted to the Ho Chi Minh City People's Committee for approval in September 2025. The contractor selection is expected to take place in October 2025, before the official start of construction in December 2025.
The project is expected to be completed and put into operation by the end of 2030.
Metro Line 2 is the second urban railway line in Ho Chi Minh City, after Metro Line 1, which was commercially operated by the end of 2024.
When completed, Metro Line 2 will connect the city center with the Northwest, contributing to reducing traffic pressure on main roads such as Cach Mang Thang Tam, Truong Chinh, Cong Hoa, ...
According to the plan by 2035, Ho Chi Minh City will invest in the construction of 7 metro lines with a total length of about 355 km, to meet 40 - 50% of the demand for travel by public transport.
In the next phase from 2035 to 2045, the metro network will continue to be expanded by 155 km, bringing the total length of the system to 510 km.
