The Standing Committee of the Ho Chi Minh City Party Committee has just concluded the implementation plan for the project to build Metro Line 2 (Ben Thanh - Tham Luong).
The Standing Committee of the Ho Chi Minh City Party Committee basically agreed in principle according to the report and proposal of the Party Committee of the Ho Chi Minh City People's Committee on transferring all capital for Metro No. 2 implementation from ODA loans to use budget capital to continue implementing the project.
At the same time, the project scale is supplemented to include the synchronous connection project of Metro No. 1 (Ben Thanh - Suoi Tien) and Metro No. 2 at Ben Thanh Central Station to implement the next steps.
The Standing Committee of the Ho Chi Minh City Party Committee assigned the Party Committee of the Ho Chi Minh City People's Committee and the leaders of the Ho Chi Minh City People's Committee to direct the Ho Chi Minh City Urban Railway Management Board to preside over and coordinate with relevant departments, agencies and units to urgently implement the Metro 2 project implementation plan according to specific mechanisms and policies, especially according to Resolution No. 188 of the National Assembly and according to other relevant laws and resolutions of the National Assembly.
Metro Line 2 was approved in 2010 with an initial total investment of 1.3 billion USD (about 26,000 billion VND).
By 2019, the total investment was adjusted to nearly 2.1 billion USD (equivalent to VND47,900 billion), of which ODA loans accounted for the majority, about VND37,487 billion, from three main donors: Asian Development Bank (ADB), German Construction Bank (KfW) and European Investment Bank (EIB).
The arrangement of ODA loans for the project has changed compared to the original plan due to sponsors adjusting the conditions and funding process.
After the working session with the Ho Chi Minh City People's Committee, sponsors (ADB, KfW, EIB) agreed not to continue sponsoring the CS2B package and the entire Metro No. 2 project.

In February 2025, the National Assembly issued Resolution 188 allowing a pilot of a number of specific mechanisms and policies, especially to develop the urban railway system in Hanoi and Ho Chi Minh City.
On that basis, Ho Chi Minh City will simultaneously invest in 7 355 km long metro lines from now until 2035, aiming for a public passenger transport rate of 40 - 50% to meet travel needs.
Metro Line 2 will be the first pilot line to apply the special mechanisms of this resolution.
Ho Chi Minh City aims to approve the feasibility study report of Metro No. 2 project in September 2025, organize the selection of contractors for construction in October and start construction in December 2025.
One of the major advantages to help speed up the project's progress is that the site clearance work has been 99.83%, and the relocation of technical infrastructure is also expected to be completed in the third quarter of 2025.
Metro Line 2 is more than 11 km long, running through 6 districts: 1, 3, 10, 12, Tan Binh, Tan Phu.
The project includes 9 underground stations and 1 elevated station, expected to be completed and put into operation in 2030.
When in operation, Metro Line 2 will connect directly to Metro Line 1 at Ben Thanh Station, and at the same time connect with other metro lines in the future. This helps people move conveniently along the East - West axis, reducing traffic pressure for the central area of Ho Chi Minh City.
