The Hanoi People's Committee has just issued Official Letter No. 4528/UBND-NC on ensuring safety before and during the activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2.
This is a national event of special significance to the country with many major activities, with the participation of Party and State leaders, international delegations of national heads attending the event, and a large number of people nationwide gathered in Hanoi during the celebration.
To prepare conditions for the Ceremony, the city is actively coordinating with ministries, departments, branches and relevant agencies to build event areas, stands, arrange accommodation locations, vehicles for parades, parades, transportation of delegates, people... before and during the Ceremony.
Therefore, ensuring security and safety must be given top priority. The preparation process as well as the entire time of the commemorative activities must prepare plans to ensure safety, absolutely prevent incidents, especially fires, explosions, and accidents; promptly handle and fix them from the beginning.
To proactively prevent fires, explosions, and accidents at event locations, the City People's Committee assigned the Department of Industry and Trade and Hanoi Electricity Corporation to be responsible for propagating and inspecting the safety of electricity use at locations, accommodation facilities, and travel routes; coordinating electricity inspection at construction areas, stages, screens; inspecting and directing gasoline, gas, and fire safety chemicals (PCCC) facilities...
Assign the Department of Construction to coordinate with the Police to inspect fire prevention and fighting at accommodation establishments, operating areas, and travel routes; inspect the safety of stands and stages; review the safety of vehicles and parking lots for the Ceremony.
The Department of Culture and Sports is responsible for coordinating fire safety inspections for model cars, confidential vehicles, outdoor performance equipment installation points, etc.
The Management Board of High-Tech Parks and Industrial Parks of the city inspects, guides, and urges infrastructure enterprises to ensure fire safety.
Hanoi Transport Corporation inspects and ensures safety for vehicles transporting delegates, groups of guests, and units participating in the parade, from equipping fire fighting equipment to training skills for control and service staff.
Assign the People's Committees of communes and wards to inspect fire prevention and fighting at the location of the event, accommodation, and travel routes; develop plans to mobilize forces and vehicles on site; propagate and remind not to burn garbage or scrap that affects fire prevention and fighting safety.
Hanoi City Police is the unit that presides over and coordinates with relevant agencies to develop and implement plans to ensure fire safety, rescue, security and order at all locations where the commemorative activities take place.
