Accordingly, the city assigned the Department of Agriculture and Environment to review and develop a flexible and effective operation plan for centralized waste treatment areas (Nam Son, Xuan Son), ensuring continuous waste reception and treatment, reducing landfill; strictly controlling the amount of daily waste.
Advising on innovating equipment, investing in new technology in collecting, transporting, installing surveillance cameras for "black spots" of waste; building digital data to serve environmental sanitation management; enhancing hygiene and road surface irrigation on key routes; coordinating propaganda for people not to burn straw, handling packaging of pesticides and agricultural waste.
Check and strictly handle violations of environmental sanitation in public areas, markets, construction works... Guide and urge the monitoring of air and surface water quality; promptly issue warnings when detecting the risk of pollution exceeding the permitted threshold.
The Department of Construction strictly handles violations of urban order, encroachment on sidewalks, gathering materials and construction waste; inspects construction works, requires environmental hygiene throughout the construction process; reviews telecommunication cables and roofs that violate regulations for handling and lowering the ground.
Preside over the coordination of inspection of transportation of construction materials and construction waste; strictly handle uncovered and dropped materials.
The City Inspectorate presides over a thematic inspection of environmental sanitation in construction and transportation of construction materials; handle or propose strict handling of violations.
The City Police coordinate to patrol and inspect polluting vehicles; handle vehicles that do not meet emission standards, and transport uncovered materials. Coordinate with the City Inspectorate, People's Committees of wards and communes to compile records, enforce and suspend operations in cases of repeated violations.
Arrange forces to support the handling of "hot spots" of urban disorder, encroachment on sidewalks, and obstruction of environmental health activities.
For the People's Committees of wards and communes, the People's Committee of Hanoi City requests the urgent establishment of a Steering Committee for environmental sanitation and urban order at the commune level headed by the Chairman of the People's Committee of the ward and commune.
Propagate and require people to dump garbage in the right place and at the right time; strictly handle acts of littering, wastewater, and construction waste that are not in accordance with regulations; require project owners to commit to environmental sanitation during construction; coordinate to build reasonable garbage collection points, organize general cleaning every Saturday morning.
At the same time, include environmental sanitation and urban order in the criteria for emulation and classification of cadres, civil servants, and workers for months, quarters, and years. Timely commend outstanding collectives and individuals; criticize and handle collectives and individuals who have implemented forms and policies, are irresponsible, and affect urban aesthetics...
