Ho Chi Minh City People's Committee has just sent a document to the Ministry of Construction proposing to report to the Prime Minister for consideration and approval of the investment policy to complete Ring Road 3 of Ho Chi Minh City on an 8-lane expressway scale.
According to the plan, Ring Road 3 passes through Ho Chi Minh City, Dong Nai and Tay Ninh, with a design speed of about 100 km/h.
The entire route is about 130 km long, divided into many sections and implemented according to component projects with many different investors.
Currently, some sections of Ring Road 3 have been put into operation. In which, the My Phuoc - Tan Van section through Binh Duong is more than 15 km long, with a scale of 6 lanes and Nhon Trach bridge is built with 4 lanes.
Nearly 40 km of the Ben Luc - Long Thanh expressway project coinciding with Ring Road 3 of Ho Chi Minh City is also under construction with 4 main lanes and 2 emergency stop lanes, expected to open the entire route this year.

The remaining part of Ring Road 3 HCMC, about 76.34 km long, is being deployed by HCMC, Dong Nai and Tay Ninh according to a limited expressway scale with 4 lanes, each lane 3.75 m wide, design speed 80 km/h. The total investment of this section is more than 75.300 billion VND. Currently, the project has completed more than 70% of the volume and is expected to open the entire route on June 30, 2026.
On this section, emergency lanes are currently not arranged continuously, but only stops are about 5 km apart on average. However, site clearance along the route has been carried out on a scale of 8 complete lanes, creating favorable conditions for future expansion.
On that basis, Ho Chi Minh City proposed two upgrade options but prioritized the proposal to invest in expanding the entire route to 8 complete expressway lanes, including sections that have been exploited and are under construction. The preliminary total investment for this option is about 60,000 billion VND.
For the parallel road system on both sides of the route, localities where the route passes will study the scale and appropriate investment time.

When completed, Ring Road 3 HCMC will connect 5 important radial expressways including: HCMC - Trung Luong expressway, HCMC - Long Thanh - Dau Giay expressway, Ben Luc - Long Thanh expressway, HCMC - Moc Bai expressway and HCMC - Chon Thanh expressway.
The route not only contributes to reducing traffic congestion for the central urban area but also strengthens inter-regional connectivity in the Southeast region, shortens cargo transportation time, and reduces logistics costs.
The project also opens up a new development space, forming industrial corridors and effectively connecting with the seaport system in the region.
