Strengthen handling
On the 25th, a serious railway accident occurred in Hanoi, killing 1 person on the spot (truck driver), and injuring 1 person. The cause of the accident was determined to be that the truck tried to cross the level crossing when the red light was turned on and the barrier was lowered.

Disregarding railway signals (certainly with staff or automatic) has become a bad habit of many people when participating in traffic. It is necessary to change this habit immediately, don't let the consequences occur and then regret it," the Traffic Police Department (CSGT) issued a warning immediately after the accident.
At the same time, functional forces have also strengthened ensuring railway traffic order and safety, and strictly handled violations.
On February 27 alone, the national traffic police force discovered and handled 56 violations. Among them, there were 39 cases of crossing the level crossing when the red light was turned on; 10 cases of crossing the level crossing when the barrier had been lowered and 7 cases of stopping vehicles within railway safety boundary.
Typically, in Hanoi, the traffic police force handled 21 cases (2 cars, 19 motorbikes), fined 19.6 million VND.
The traffic police force assessed that these are all acts that pose a very high risk of leading to particularly serious railway traffic accidents.

By February 28, the number of violations detected and handled increased to 142 cases (108 direct handling, 34 cases of remote fine handling. The total amount of fines paid is 81.45 million VND).
In which, violations are concentrated in some localities, such as Ho Chi Minh City (49 cases); Hanoi (31 cases); Thanh Hoa (10 cases); Da Nang, Khanh Hoa, Lam Dong each locality 8 cases; Lao Cai (6 cases); Bac Ninh, Nghe An each locality 5 cases; Hung Yen (4 cases); Ha Tinh, Quang Ngai each locality 2 cases; Dak Lak, Dong Nai, Phu Tho, Thai Nguyen each locality 1 case.
According to the Traffic Police Department, the close coordination between the Central Railway Traffic Police force and local traffic police has created a strong deterrent effect, contributing to raising people's compliance awareness.
Ensuring safety conditions at level crossings
In addition to handling violations, functional forces also focus on reviewing safety conditions at level crossings and closing self-opened walkways.
On February 27, Railway Traffic Police Team No. 1 (Department 6, Traffic Police Department) in coordination with the Traffic Police Department of Ninh Binh Provincial Police and the People's Committee of Truong Thi ward (Ninh Binh province), Ha Ninh Railway Joint Stock Company mobilized people to agree to remove 4 self-opened walkways at Km 89 of the Thong Nhat railway line, located in Truong Thi ward (Ninh Binh province).
Through surveying, researching and evaluating the reality, functional forces agreed to propose a solution to close 31 self-opened walkways that still exist on the route in the near future.
Functional forces in many other provinces and cities also organized actual inspections at people's level crossings intersecting with the railway line, and at the same time conducted alcohol concentration tests for guards on duty.
According to information from the Traffic Police Department, yesterday (February 28), the Traffic Police Department of Khanh Hoa Provincial Police focused on reviewing the system of traffic signs, traffic lights, barriers, speed bumps; checking visibility at intersections and the compliance with operating procedures of level crossing guards.



For level crossings with potential safety risks due to obscured visibility, lack of warning signs or self-opened walkways, functional forces have made records of the current situation, and proposed to management units and local authorities to soon overcome them.
At the same time, the task force used professional equipment to check alcohol concentration for level crossing guards on duty. The inspection results showed that the inspected cases all strictly complied with regulations, and no alcohol concentration violations were detected.
Every subjective and hasty act may cost the lives and happiness of the whole family. Strict handling aims to raise awareness of law compliance, prevent railway traffic accidents, and ensure safety for people," shared a representative of the Traffic Police Department.
According to Decree No. 100/2019/ND-CP and Decree No. 123/2021/ND-CP dated December 28, 2021 of the Government amending and supplementing a number of articles of Decrees regulating penalties for administrative violations in the fields of maritime; road and railway traffic; civil aviation, motorbike and motorcycle drivers who overtake level crossings when the barrier is moving or when the red light has been turned on will be fined from 800,000 VND to 1,000,000 VND.
For car drivers, the fine is from 4,000 VND to 6,000 VND; and the right to use the driver's license is revoked for 1 to 3 months.
