Obstructions at the VND2,400 billion key project
The Thuan An coastal road project and the overpass (Thuan An ward, Hue city) is a key traffic project with a total investment capital (phase 1) of VND 2,400 billion, which is being accelerated to open the technical traffic on the occasion of September 2, 2025. However, the major obstacle at present is that the site clearance (GPMB) of the approach road to the bridge in the southern area is still unfinished, affecting the completion of the entire route.
Started construction at the end of March 2022, the project has a total length of more than 7.7km, of which the bridge section is about 2.36km long, and is considered the longest sea gate overpass in the Central region. The project consists of 4 lanes for motor vehicles and 2 lanes for non-motor vehicles, playing a role in connecting coastal routes, serving the development of infrastructure, tourism and urban areas of Hue City.
According to the Report of the Hue City Traffic Construction Investment Project Management Board - the project investor, the entire bridge section is now closed, the construction volume has reached more than 86%. The construction units are making efforts to bring the project to technical traffic on September 2, 2025. However, the road leading to the south of the bridge, the section from abutment M2 passing through Thuan An ward, is more than 2km long and cannot be constructed synchronously.
According to a reporter from Lao Dong Newspaper, up to this point, the construction unit has only received and implemented about 500 - 600m of site, while the remaining section of more than 1.6km is still facing major problems due to not yet completed site clearance. Some houses have been relocated and are demolishing the construction on the land to hand over the site. In addition, there are many houses where residents have not yet cleared them.
According to the investor's representative, the project is expected to reclaim a total of more than 317,000m2 of land. In particular, the area south of the overpass affects 4.1 hectares of protective forest land, 300 graves, and houses and structures of 229 households; of which, 120 households must be resettled.
The biggest difficulty at present is the situation of site handover not being possible synchronously, causing contractors to only be able to construct small sections, unable to implement them simultaneously. This directly affects the completion progress of the approach road, a key component to put the entire route into operation on time.
Removing obstacles
Regarding the project, Vice Chairman of Hue City People's Committee - Hoang Hai Minh directly inspected the site. Mr. Hoang Hai Minh affirmed that site clearance is a factor that determines the overall progress of the project. Therefore, he requested relevant agencies, especially the Thuan An ward government, to step up propaganda and mobilize people to hand over the site, promptly handle arising issues, ensure publicity and transparency to create consensus among the people.
The Vice Chairman of the City People's Committee directed the establishment of a GPMB mobilization team, requesting working all days off to speed up the progress of completing documents, approving compensation plans, supporting resettlement, and at the same time, meeting and persuading people to dismantle and relocate in accordance with regulations. The goal is to complete the handover of the entire route in August to schedule the asphalt paving and technical traffic opening on September 2.
The Hue City Traffic Construction Investment Project Management Board has proposed that the Management Board of Investment and Construction Projects of Area 1 (the unit in charge of site clearance) and the People's Committee of Thuan An Ward closely coordinate to carry out site clearance work, promptly complete the work of approving documents, paying compensation and arranging resettlement for people. The handover of the entire route must be completed by August 2025 at the latest to speed up construction, ensuring the project is completed before the last day of 2025 according to the direction of the Hue City People's Committee.
