On the afternoon of January 21, Hoa Vang Commune People's Committee held a signing ceremony of a cooperation agreement between the Commune People's Committee and Agribank Hoa Vang Nam Da Nang Branch on deploying social security accounts for people in the commune.

According to Hoa Vang Commune People's Committee, after a period of implementing the opening of social security accounts in 21 villages, the locality has opened and put into use about 1,500 accounts, reaching 80% of citizens of legal age, contributing to gradually converting the method of paying social allowances from cash to non-cash.
Previously, social security allowance payments were mainly made in cash, causing many difficulties for the elderly and people with disabilities due to having to travel far, depending on fixed payment times; and at the same time creating great pressure on organizational work, posing a potential risk of errors.
From October to the end of November 2025, the commune has coordinated with Agribank Hoa Vang branch to organize mobile account opening sessions in 21 villages, guiding dossiers, procedures and exercising authorization for cases that cannot directly receive allowances. Procedures are implemented on schedule, ensuring transparency and safety.
In the coming time, Hoa Vang Commune People's Committee will continue to identify social security payments through accounts as a key task, associated with the digital transformation roadmap; and at the same time strengthen propaganda and support for people in difficult circumstances such as the elderly and disabled to ensure that all beneficiaries have timely and full access to policies.

Speaking at the ceremony, Mr. Le Phu Nguyen - Chairman of Hoa Vang Commune People's Committee said that the Commune People's Committee will coordinate with Aribank Hoa Vang branch to deploy social security allowance payments through accounts.
The bank commits to reducing and exempting 100% of all types of fees related to the use of social security cards for beneficiaries, including: account opening fees, account maintenance fees, withdrawal fees, transfer fees and other basic transactions according to regulations. Bank staff will directly guide and support people in the process of using cards, ensuring convenience and safety.

For cases of elderly people and people with disabilities who file petitions and cannot directly transact, the commune will have appropriate support plans, ensuring the right people, the right regime, and the right time, such as authorizing the head of the grassroots security team or the village head to receive and distribute money at home to the subjects," Mr. Nguyen said.
