Hanoi and Ho Chi Minh City are gradually moving towards an important transition phase when building low-emission zones, promoting green transportation and orienting sustainable urban development.

Hanoi actively builds infrastructure

Mr. Nguyen Van Thieu (Hai Ba Trung ward) said that he has sold his gasoline motorbike because the cost of charging is significantly lower than refueling, while moving in the inner city is still convenient.

To support people, Hanoi City People's Committee plans to support about 3 - 5 million VND/vehicle, even proposing to support up to 20% of the vehicle value or up to 20 million VND for poor households.

Electric vehicles will continue to be 100% exempt from registration fees and license plate registration fees until the end of 2030. People can also access preferential loan packages with interest rates of about 3-5%/year to renovate vehicles.

According to the plan, phase 2 in 2027 will expand the scope of restrictions on internal combustion engine vehicles to 14 other streets in Hoan Kiem and Cua Nam wards. Phase 2028 - 2029 will apply to the entire area inside Ring Road 1, affecting about 625,000 people. This is considered Hanoi's phase of completing the low-emission zone (LEZ) model.

However, experts believe that the transition process will be difficult to succeed without synchronous infrastructure and public transport capable of replacing personal vehicles.

Clearly identifying these inadequacies, Hanoi is focusing strong investment in infrastructure to serve green transformation. The city plans to increase the density of electric buses and clean energy buses connecting the core area of Ring Road 1; and at the same time cover a network of thousands of charging stations and battery exchange cabinets at parking lots and public areas.

Although there are still many problems to be solved, from infrastructure to financial support and changing travel habits, the trend of greening traffic in the Capital is considered inevitable.

Ho Chi Minh City implements green transformation in Can Gio and Con Dao

According to the draft project on emission control of vehicles, from the beginning of 2027, Ho Chi Minh City is expected to establish a low emission zone in the central area. At that time, cars that do not meet Euro 4 emission standards will be charged when entering the center. From September 2027, motorbikes that do not meet Euro 2 emission standards will be banned from circulating in the low emission zone during two peak hours from 6:00 AM to 9:00 AM and from 4:00 PM to 7:00 PM. According to the expected roadmap, by 2028, all gasoline motorbikes will be banned from circulating in the low emission zone. At the same time, cars that do not meet Euro 4 standards will also be banned from entering the central area during peak hours. By 2030, the scope of the low emission zone is expected to expand to the Ring Road 1 area. The city also proposes to soon implement green transformation in Can Gio and Con Dao.
