The Ministry of Transport (MOT) has recently asked Binh Duong Province to work with Ho Chi Minh City to review the investment capital of Ring Road 3 in Ho Chi Minh City to calculate the plan and investment authority to complete the Tan Van intersection.
The Tan Van intersection is located in Dinh An City, Binh Duong Province, and connects National Highway 1, My Phuoc - Tan Van. This is also the largest intersection in the project of Ring Road 3 Ho Chi Minh City.
Last April, the construction package of this intersection (phase one) was started by Binh Duong Province with a total investment of over 1,800 billion VND. The project includes the main road of Ring Road 3 passing through the intersection (4 lanes), the left turn branch down National Highway 1, and the branch heading from Binh Chuan to Dong Nai Bridge.
Earlier, in a document sent to the Ministry of Transport in March 2024, Binh Duong Province stated that the Tan Van intersection is a gateway to three provinces and cities (Binh Duong, Ho Chi Minh City, and Dong Nai), with a large number of vehicles, often causing congestion. Under the intersection, there is a dense system of technical infrastructure, with the future Trảng Bom - Hoà Hưng railway running through.
Therefore, in the previous research, relevant units had determined that this intersection needed to be built with a three-tier scale and 5 branches of flyovers in all directions.
However, due to the limitation of investment capital, in phase one, the Tan Van intersection was only built with two branches of flyovers and the main road of Ring Road 3 passing through with a scale of 4 lanes.
Since Tan Vạn is a large intersection, Binh Duong Province also noted that organizing traffic during the construction of this intersection is very complex, affecting traffic in the entire region.
Binh Duong Province proposed investing in completing this intersection from the first phase, upgrading to 8 lanes of high-speed road and branches, and emergency stopping lanes. The total investment cost is estimated to be around 1,700 billion VND.
However, in May 2024, in a document sent to the Ministry of Transport, the Ho Chi Minh City People's Committee stated that, according to the evaluation of consulting units, by 2026, when the Ring Road 3 Ho Chi Minh City, Bến Lức - Long Thành highway, and Biên Hòa - Vũng Tàu highway projects are put into operation, the traffic volume through the Tan Van intersection will be redistributed in the direction of being predicted to decrease (especially from Dong Nai Bridge to Tan Vạn - My Phuoc).
Therefore, in the current stage, the Ho Chi Minh City People's Committee stated that the investor and consultant should prioritize focusing on reviewing the project design documents, evaluating the degree and scope of impact of investment items in the phased investment, and adjusting the design to suit, and rectifying any shortcomings (if any).
At the end of June 2024, the National Assembly passed Resolution 140/2024/QH15, which included the opinion of researching the completion of the Tan Van intersection.
The Ring Road 3 Ho Chi Minh City project passes through four localities of Ho Chi Minh City, Binh Duong, Dong Nai, and Long An. The project has a length of over 76km, with a total investment of over 75,300 billion VND, including land clearance and construction.
The project has been started by localities since June 2023, with the expectation of being basically completed in 2025 and completed in full in 2026.
