At around 9:00 p.m. on September 11, a tanker truck with license plate 51E-300.32 was spotted and recorded by people while discharging waste into the environment near Nguyen Van Cu Officer Training School (Dong Mai Ward).
When discovered, the subjects drove the vehicle away, leaving behind a large amount of fluid that had fallen all over the road about 1 km from the discharge area to National Highway 18, causing a strong stench.
A witness said: "When scanning the lights and catching them red-handed, the subjects quickly ran away, unable to turn on the valve, causing the waste to fall onto the road."

Immediately after receiving the information, the People's Committee of Dong Mai Ward directed the Ward Police to coordinate with relevant forces to urgently investigate and verify the subject and vehicle owner.
According to information provided to Lao Dong Newspaper by the People's Committee of Dong Mai Ward on the morning of September 13, through the investigation process, the authorities have verified the people involved in the discharge.
Accordingly, on September 11, Mr. N.T.C (born in 1984, residing in Hung Viet commune, Phu Tho province) was driving a car specializing in suctioning a phosphorus tank with license plate 51E-300.32, accompanied by Mr. V.K.T (born in 2000, residing in Son La) and Mr. N.V.H (born in 1986, residing in Hung Viet commune, Phu Tho) traveling from Hanoi to Quang Ninh.
When arriving in Dong Mai ward, Mr. C had the idea of discharging the remaining waste in the tank into the environment.
During the illegal discharge process, Mr. Cong directly opened the valve, Mr. T helped, and Mr. H stood outside to witness. While stealing, he was discovered by local people, and all three quickly got in the car and ran away.
The police are continuing to verify and clarify the behavior of each subject.
