Many questions are left open
Lao Dong Newspaper has just published an article reflecting many irregularities in the transportation and treatment of solid waste from the area where the Linh Nam Road Upgrade and Expansion Project is implemented according to the plan.
According to research, the collection, transportation and treatment of solid waste generated at the Linh Nam road upgrade and expansion project is carried out with a bidding package using the city budget worth 13.6 billion VND. The joint venture of Infrastructure and Urban Environment Construction Joint Stock Company - Toan Gia Construction and Trading Investment Co., Ltd. won the bid.
After that, the Urban Infrastructure and Environment Construction Joint Stock Company signed a contract to receive and treat solid construction waste with Toan Cau Production Service Joint Stock Company.
According to the contract, the transit and receiving and handling locations are Lach Cua Quan VT11 - VT12 area, Phuc Loi ward and the 6.5ha land area of the Phap Van - Cau Gie expressway intersection, Yen So ward (Hanoi); or temporary transit points of the receiving party, construction works of the leasing party for classification from the source (if any).
However, Lao Dong Newspaper reporters recorded some vehicles carrying solid waste from Linh Nam road running to dump waste directly into landfills in Hong Van and Phu Dong communes (Hanoi City).
On July 6, Lao Dong Newspaper reporters reflected this abnormality to Vinh Hung Ward People's Committee - the project investor.
By July 20, the Project Management Board (Project Management Board) for Investment - Infrastructure (Vinh Hung Ward People's Committee) only responded with brief information that:
Immediately after having the Decision to win the bid for the demolition package of the Linh Nam Road upgrade and expansion project, the PMB requested the contractor to sign contracts with solid waste treatment units, transportation units and vehicle rental units to transport waste after demolition. The PMB for Investment - Infrastructure provides your newspaper with contracts signed by contractors with units, license plates rented by units to serve transportation work. Other license plates are carried out by households themselves for demolition and transportation.
Comparing with the information provided by Vinh Hung Ward People's Committee, the license plates recorded by Lao Dong Newspaper reporters are in the case of "households self-performing demolition and transportation work".
However, the response of Vinh Hung Ward People's Committee continues to raise many questions. The claim that the above vehicles were "self-destructed and transported by households" in reality also does not clarify the responsibility of the investor in managing and supervising waste generated during the implementation of the bidding package using the state budget.
Previously, Lao Dong Newspaper reporters sent some questions to Vinh Hung Ward People's Committee to further clarify the issue as follows:
- In case people arbitrarily take waste to dump, is this approved or has a written direction or agreement from the Ward People's Committee? Please provide the basis and legal basis for this activity.
- In case people are allowed to take construction waste, is the handover of waste recorded, statistics of volume, recipient information, vehicle license plates and purpose of use?
However, these questions were not answered by Vinh Hung Ward People's Committee - the project investor.
The contractor said that it was due to people's self-demolition and self-transportation.
On the contractor's side, Ms. An Thanh Nhan - General Director of Urban Infrastructure and Environment Construction Joint Stock Company - said that the enterprise still carried out the transportation of waste to the location according to the contract.
According to the company representative, the vehicles that Lao Dong Newspaper reporters recorded are the materials that households self-demolished and renovated their works.
My side has a unit that we have been working with for many years, all dumped in Phap Van. My side signed on the dumping yard, but people's houses cut 1-2m, only a few houses got 1 truck. The remaining area is renovated and destroyed to rebuild. People dumped a pile in front of the door, but the essence is not from my side" - Ms. An Thanh Nhan said.
According to research, to transport solid waste from the Linh Nam road upgrade and expansion project, Urban Infrastructure and Environment Construction Joint Stock Company signed a transportation contract with Anh Duong Commercial and Environment Construction Investment Joint Stock Company; and also signed an economic contract with Tung Linh Construction Trading and Investment Co., Ltd. on hiring vehicles to transport construction waste due to the demolition of the Linh Nam road upgrade and expansion project according to regulations.
Thus, both the investor and the contractor believe that the vehicles recorded by Lao Dong Newspaper reporters carrying solid waste from the Linh Nam road area to locations in Hong Van and Phu Dong communes are cases of people self-demolishing and transporting.
However, the determination of waste within the scope of the bidding package, or materials dismantled by people themselves, is carried out based on what basis; how is the volume determined; how to control the removal of materials from the Project area are still issues that need to be clarified by relevant units.
