According to the reflection of people living along the road from Huong Ly port to the Southern Industrial Park in Yen Binh district, Yen Bai province, every day there are many uncovered heavy trucks traveling here, causing dirt and sand to fly everywhere, seriously affecting the lives of residents on both sides of the road.
This is a vital route for transporting goods from the Southern Industrial Park and Huong Ly Port to neighboring provinces, contributing significantly to trade activities and local economic development. The route passes through densely populated residential areas including: Van Phu Commune (Yen Bai City), Van Tien Commune, Phu Thinh Commune (Tran Yen District) and Yen Binh Town (Yen Binh District).
With many schools, production facilities and houses located close to the road, the situation of uncontrolled heavy trucks is seriously affecting traffic safety and the quality of life of people.
In addition, Huong Ly port area is also home to many factories interspersed with densely populated residential areas, including units such as Yen Bai Cement Factory, Vstar Mineral Company Limited, Dong Tien Mineral Company Limited, Mong Son Joint Stock Company, calcium carbonate YBB Joint Venture Company... The production activities of these factories are one of the main causes of environmental pollution, negatively affecting the lives and health of people in Yen Binh town.
According to the reporter's records at the end of March 2025, along the route from the head of Van Phu bridge to Huong Ly port, many sections of the road surface have peeled off and sunk deeply, creating large potholes. Deep holes and long cracks make it difficult to circulate, especially at night and in rainy and windy weather conditions.
Ms. Nguyen Thi Hoa, a household living along the road, said indignantly: "This road has many schools and students traveling while every day there are hundreds of double-track, 3-track, and even 4-track trucks running over and over, carrying rocks, soil, goods, and coal. Many trucks with a load capacity of several dozen tons showed signs of being overloaded, exceeding the frame and not having any cover, causing dust, sand, gravel, and coal dust to fly everywhere. We have to close the doors and water regularly but we cannot handle all the dirt.
Speaking to Lao Dong Newspaper reporter, Lieutenant Colonel Nguyen Ha Van Tung - Captain of Road Traffic Police Team No. 1, Traffic Police Department of Yen Bai Provincial Police - said: "In the past week, we have handled 8 violations, and closely coordinated with the inspection team of the Traffic Police Department - Ministry of Public Security to strengthen inspection and handling of violations on the route".
Receiving images of vehicles with signs of being oversized and overloaded operating day and night, Lieutenant Colonel Nguyen Ha Van Tung said that he would coordinate with the Waterway Traffic Police Team to thoroughly control the Huong Ly port area.
However, because vehicles often travel at night and apply many avoidance tricks, the inspection work still faces many difficulties, added the Captain of Traffic Police Team No. 1.
According to the Department of Construction of Yen Bai province, due to the large management area with many routes stretching across districts, towns and cities, while the Traffic Inspectorate is still thin, the situation of overloaded vehicles and extended cargo boxes still exists on some routes.
